<p>MANILA — The House plenary will transmit the articles of impeachment against Vice President Sara Duterte “anytime” next week, Justice Committee member and Manila City Rep. Joel Chua said Saturday.</p><p>“Ngayon hindi ko alam kung ura-urada. But anytime within that week, sigurado mata-transmit iyan,” Chua told DZMM Teleradyo.</p><p>The House plenary is set to tackle Duterte’s impeachment on Monday after the Justice panel <a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/4/29/house-finds-probable-cause-duterte-impeachment-now-up-to-plenary-1618">found probable cause</a> for it to proceed.</p><p>The Constitution requires at least one-third or 106 out of the 318 House members to vote for the articles of impeachment to be transmitted to the Senate, which will convene an impeachment court.</p><p>The lawmaker believes the Supreme Court has no reason to issue a temporary restraining order on the impeachment proceedings, noting that the House committee has given Duterte “more than enough” due process.</p><p>“Wala pong dahilan para maglabas ng TRO dahil alam po ninyo yung sinasabi nila na due process, yun ang nagiging issue kadalasan. Dito po ay sobra-sobrang due process ang ibinigay natin,” he said.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/4/22/fourth-petition-seeks-supreme-court-tro-vs-sara-duterte-impeachment-hearings-1159">Fourth petition seeks Supreme Court TRO vs Sara Duterte impeachment hearings</a></div><div> </div><div><strong>IMPEACHMENT TRIAL ‘NOT OPTIONAL’</strong></div><p>Meanwhile, Chua underscored that the Constitution mandates the Senate to “forthwith” convene an impeachment court should the articles of impeachment be transmitted to the upper chamber.</p><p>This is in response to Sen. Robin Padilla’s earlier statement that the minority intends to &quot;block&quot; the convening of an impeachment court.</p><p>“Ginagalang natin ang kanyang opinyon, ni Sen. Robin Padilla, bagama&#x27;t hindi naman siya abogado kaya hindi niya nalalaman yung mga nakasaad sa Saligang Batas,” he said.  </p><p>“Maliwanag ang nakalagay sa ating Saligang Batas: trial by the Senate shall forthwith proceed,” he added.</p><p>“Hindi po nila option kung ito ay itutuloy o hindi. Ang ibig sabihin niyan, once ito ay napagbotohan na sa kongreso at inakyat sa Senado, wala silang option dito kung hindi ituloy,” he said.</p><p>The Supreme Court has earlier clarified that the term “<a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/4/29/supreme-court-says-forthwith-in-impeachment-cases-means-within-reasonable-time-1655">forthwith</a>” mentioned in the Constitution in relation to impeachment cases means “within a reasonable time, which may be longer or shorter, depending on the circumstances of each case.”</p><p>Chua added that the House may possibly vote on the prosecutors in the impeachment case on Tuesday or Wednesday.
