Chel Diokno on Wednesday called for an investigation into the parents of the alleged school shooters in Tacloban, saying they were also responsible under the Juvenile Justice Law.</div><p>The parents of the student-shooters may face criminal and civil liability depending on the extent of their &quot;responsibility or irresponsibility,&quot; he told ANC.</p><p>While Diokno noted that the Philippines already has a comprehensive firearms regulation, he stressed that the legislators should give more teeth to the gun law to address situations in which minors get access to firearms.</p><p>&quot;There should be greater penalties for those who allow this to happen,&quot; he said.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/6/24/police-file-criminal-raps-vs-15-year-old-tacloban-school-shooter-0927">Police file criminal raps vs 15-year old Tacloban school shooter</a></div><p>Lawmakers should revisit the law on firearms possession and use to see how they can &quot;fill in the gaps to make sure there will be sufficient penalties and deterrent to this situation happening again,&quot; Diokno said.</p><p>The suspects, aged 14 and 15, opened fire at the San Jose National High School in Tacloban City, Leyte on Monday morning. They allegedly spent weeks <a href="https://www.abs-cbn.com/news/regions/2026/6/23/tacloban-school-shooting-planned-shooter-got-gun-from-policewoman-aunt-pnp-0858">planning the shooting</a>, which killed three students and injured at least 20, the Philippine National Police said Tuesday.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/6/23/pnp-in-favor-of-lowering-age-of-criminal-liability-to-12-1708">PNP in favor of lowering age of criminal liability to 12</a></div><p>PCol.
