MANILA – Makabayan lawmakers on Monday filed House Resolution 1164 calling for an investigation into the alleged illegal shipment of 235 containers of hazardous electronic and plastic waste from the United States to the Subic Bay Freeport Zone.Kabataan Party-list Rep. Renee Co raised concern over the environmental and health risks posed by electronic waste entering the country.“Kung tutuluy-tuloy ito, saan po napupunta itong basurahan na ito? Lalo na hindi pa ito basura lang. Toxic po siya, according po sa DENR,” Co said.She warned that improper disposal or processing such as burning, smelting, or burial could harm the environment.“Hindi natin gusto na kung ito man ay sunugin, ismelt, or ibaon sa lupain, maapektuhan ‘yung kalikasan natin,” she added.The resolution cites the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, to which the Philippines is a signatory.“Ang Pilipinas—sovereign nation tayo. Hindi po tayo basurahan ng mayayamang bansa… Bawal ang importation ng e-waste dito sa Pilipinas galing sa mga hindi naman partido sa Basel Convention,” Co said, adding that any recycling or processing must have proper government authorization.Co also cited reports from the Basel Action Network, an international environmental NGO, which allegedly flagged to the Bureau of Customs (BOC) multiple shipments of e-waste from the United States bound for Subic since March 2025.“Finlag niya po 14 times sa Bureau of Customs natin na mayroong shipments of e-waste galing sa Estados Unidos papuntang Subic Bay Freeport Zone,” she said.She added that the BOC reportedly sought to act on the alerts but was constrained due to Subic Bay Freeport Zone being treated as a separate customs territory.The resolution was also authored by Gabriela Party-list Rep. Sarah Elago and ACT Teachers Party-list Rep. Antonio Tinio.Environmental groups joined Co and Tinio during the filing of the measure at the House of Representatives.
