Jonathan Cellona, ABS-CBN News</em></span></span></span></div><p>MANILA — The prosecution told the Sandiganbayan on Tuesday that it was considering former public works secretary Manuel Bonoan as a witness in Sen. Ramon &quot;Bong&quot; Revilla Jr.&#x27;s malversation case involving an alleged ghost flood control project in Pandi, Bulacan.</p><p>This came a day after Ombudsman Jesus Crispin Remulla announced that Bonoan would be discharged from the charges against him and turned into a state witness.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/6/29/ex-dpwh-chief-bonoan-eyed-as-state-witness-ombudsman-1604">Ex-DPWH chief Bonoan eyed as state witness — Ombudsman</a></div><p>Bonoan is among the co-accused of Sen. Jinggoy Estrada and several DPWH-National Capital Region officials in plunder and graft cases over the alleged flood control kickback scheme.</p><p>He was scheduled to be arraigned on Tuesday, but the Sandiganbayan Fifth Division reset the proceedings to July 28 after prosecutors filed a motion seeking to amend the information to drop the former DPWH secretary from the charges. </p><div><br/></div><div><strong>NO INSPECTION CERTIFICATE</strong></div><div><br/></div><p>During Revilla&#x27;s malversation trial, prosecutors presented DPWH Bulacan First District Engineering Office (DEO) Officer-in-Charge Chief of the Construction Section Engr. Jay-Ar Amazona as a witness.</p><p>Amazona testified that the Pandi flood control project had no certificate of inspection, a document required before the release of the first progress billing.</p><p>He told the court that under DPWH Department Order No. 11, issued in 2021, the certificate is prepared by the district&#x27;s Chief of the Construction Section. </p><p>However, defense lawyers argued that the department order does not specifically state that the Chief of the Construction Section is the official required to prepare the certificate.</p><p>Under questioning by the defense, Amazona acknowledged that he was not serving as Chief of the Construction Section when the Pandi project was implemented and had no personal knowledge of its execution.</p><p>He also agreed with the defense that contractors could revise both the Statement of Work Accomplishment and the Monthly Certificate of Payment.</p><p>Amazona further said that contractors are the first to sign both documents before they are reviewed and approved by the assistant district engineer and district engineer.</p><p>He said that without the required approvals from those officials, the billing process should not have proceeded and disbursement vouchers should not have been issued.</p><p>State witness Henry Alcantara served as the district engineer of the DPWH Bulacan First District Engineering Office, while Revilla&#x27;s co-accused, Brice Hernandez, served as its assistant district engineer.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/6/22/alcantara-testifies-p90-m-delivered-to-bernardo-to-be-given-to-revilla-1801">Alcantara testifies: P90-M delivered to Bernardo to be given to Revilla</a><br/><a href="https://news.abs-cbn.com/news/nation/2026/6/29/billing-documents-of-pandi-flood-control-project-had-incomplete-requirements-dpwh-official-1801">DPWH official testifies on incomplete requirements for &#x27;ghost&#x27; Pandi, Bulacan flood control billing documents </a><br/><a href="https://www.abs-cbn.com/news/nation/2026/4/17/only-30-of-flood-control-funds-reach-projects-alcantara-1327">Alcantara testifies only 30 percent of flood control funds go to implementation </a><br/><br/></div><div><br/></div><div><strong>RELATED VIDEO</strong></div><div><strong><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/CTz8aDj5HNQ?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span></strong><br/></div>
