<p>MANILA (UPDATED) - Presidential son and Ilocos Norte Representative Sandro Marcos supposedly received suitcases with money delivered by one of the 18 alleged marines who faced the hearing of the Cayetano bloc on the anomalous flood control projects on Thursday.</p><p> Belnard Tube claimed he saw Marcos in a house in Ilocos in 2022.</p><p> A photo of the two of them was shown during the hearing.</p><p> “May dala kayong mga maleta? Iniwan na ninyo doon? Kanino po?” Senator Imee Marcos asked.</p><p> “Yes po. Diyan po sa bahay po ang nag-receive po, ma’am, si Cong. Sandro na po eh,” Tube answered.</p><div> <a href="https://www.abs-cbn.com/news/nation/2026/6/4/palace-on-alleged-cash-deliveries-to-marcos-paoay-home-ano-ang-ebidensya-1320"><strong>Palace on alleged cash deliveries to Marcos’ Paoay home: ‘Ano ang ebidensya?’ </strong></a></div><p> Money was also supposedly delivered to former Senator Antonio Trillanes IV. </p><p>One of the men claimed he delivered a big paper bag with P5 million to P6 million, and later on delivered six suitcases.</p><p> The alleged former soldiers also recounted the times they supposedly delivered suitcases to supposed houses of former House Speaker Martin Romualdez in Mckinley and South Forbes Park in Makati.</p><p> One of the men claimed to deliver 52 suitcases to McKinley, while another said he delivered 26 to South Forbes Park. </p><p>Also named in the affidavit of the former soldiers were congressmen who supposedly accepted money.</p><p> One of the resource persons said they used a bulletproof van whenever they went to the House of Representatives.</p><div> </div><p>P805 BILLION</p><p> Baligod, meanwhile, claimed that the money delivered from September 2022 to 2025 would amount to P805 billion, despite the doubts of Senator Panfilo Lacson.</p><p> Lacson said last March that with that huge amount, it would take more than four years to finish delivery.</p><p> “Twenty na maleta times three sa isang linggo, 60 na maleta po yan. Then apat na beses sa isang buwan po kasi four weeks so 240 po na maleta sa isang buwan times 33 months,” Baligod said. “Aguado and Forbes Park lamang po ay 633 billion na po yun. Eh ang pinag-uusapan lang po natin yung dalawang locations na yun. Eh papaano po yung pumunta sa ibang mga congressmen, mga senador? So tama po yung estimate ko na around P800 billion po yun.”</p><p> Baligod also claimed the money did not just come from flood control projects.</p><p> “Yung repair ng so-called damaged irrigation canals na wala namang damage,” he said. &quot;Confidential funds ng iba’t ibang ahensya ng gobyerno.”</p><p> Some of the men also said claimed assisted personnel from the International Criminal Court (ICC) who supposedly came to the country in 2023 and 2024.</p><p> “Lumilitaw po sa inyong pahayag ngayon, individual and collective, ang mga ahensiya ng gobyerno at mga operators ng gobyerno direktang tumulong sa kanila,” Senator Rodante Marcoleta remarked.</p><div> <a href="https://www.abs-cbn.com/news/nation/2026/6/4/sotto-denies-kickback-allegations-bared-during-cayetano-led-hearing-1358"><strong>Sotto denies kickback allegations bared during Cayetano-led hearing </strong></a></div><p> “Hindi totoo yung naunang pasabi na hindi nakikipagcooperate ang pamahalaan sa ICC.”</p><div> </div><p>FAKE ACTING SENATE PRESIDENT?</p><p> During the hearing, Senator Alan Peter Cayetano once again asserted that he cannot be replaced as Senate President because the bloc of Senator Sherwin Gatchalian does not have 13 members.</p><p> “Pakiusap ko sa Malacañang, kumuha kayo ng isa pang senador para sa special session bumaba na ako bilang Senate President para wala na tayong problema pare-pareho,” Cayetano stated.</p><p> “Ang problema, I have a duty to the Filipino people and to the Philippine Constitution. Ang nakalagay until your successor is elected. Hindi pa tayo nag-e-elect ng successor,” he added.  </p><p> He also called Gatchalian a fake acting Senate President.</p><p> “So OSAA, Secretariat, lahat ng empleyado, I’m sorry to put this on you,” Cayetano said. “Alam niyo ang batas sino ang susundin niyo? Yung peke na Acting Senate President o yung sinasabi ng ating Konstitusyon na Senate President? So Malacañang yun lang advise ko sa inyo hintayin niyo na maka-trese tawagin niyo yung special session. Puwede siguro tayo magpahiram ng isa para makatrese na sila.”</p><div> </div><p>MONDAY HEARING</p><p> Cayetano and Marcoleta hope to have another hearing next week.</p><p> Senator Erwin Tulfo, the elected chairperson of the Blue Ribbon Committee of the Gatchalian bloc, called the Thursday hearing illegal.</p><p> “It&#x27;s a sham hearing. Hindi naman recorded yun dahil illegal, diba? It was declared a no hearing today but on Monday officially. So ang purpose na yun ay to grandstand,” Tulfo said.</p><p> Tulfo said they will have their hearing on June 8.</p><p> Included in the invited resource persons are Romualdez and the 18 supposed marines.</p><div> <a href="https://www.abs-cbn.com/news/nation/2026/2/25/ph-navy-4-of-18-presented-as-bagmen-were-never-marines-0910"><strong>PH Navy: 4 of 18 presented as ‘bagmen’ were never Marines</strong></a></div><p> Tulfo, meanwhile, denied the allegation that he received suitcases containing money.</p><p> “Obviously talagang siningle out ang mga members na ngayon ng majority,” he said. “Kung they&#x27;re saying that this is a payment for flood control, wala naman akong allocables, di ba? Sa GAA, wala din ang pangalan ko.”</p><p> Tulfo said he will file cases against unnamed individuals.</p><p>He also wondered where personnel of the Office of the Sergeant-at-Arms (OSAA) were, considering that instructions were given that there would be no hearing. </p><p>“Nasaan yung OSAA? Mukhang talagang strike 2 na itong OSAA na ito. Yung putukan, tinuturo ang OSAA, yung leader nila. Ngayon naman hinayaan [ang hearing],” Tulfo pointed out. </p><p>“I don&#x27;t know. Mag-uusap po yung majority probably tomorrow and then probably I will recommend a reshuffle po lahat yan. Lagay lang muna sa kangkungan siguro yung mga yan. I&#x27;m sorry ha. I have a lot of friends in their group. Pero yung what they&#x27;re showing is not tama,” he said.</p><div><br/></div><div><br/></div><div> </div>
