Noel  Sianosa, AFP</span></span></span></div><p>MANILA — The Department of Justice (DOJ) wants a law to address <a href="https://news.abs-cbn.com/news/nation/2026/7/1/cicc-many-school-shootings-connected-to-nihilistic-violent-extremist-groups-1711">nihilistic violent extremism</a> (NVE), noting the country’s legal framework is not enough following a fatal shooting in a school in Tacloban City, Leyte.</p><p>According to the US Federal Bureau of Investigation (FBI), NVE “refers to what is motivating most of these subjects to commit criminal acts.”</p><p>“They want to sow chaos and facilitate the destruction of society. These extremists often emerge from decentralized online networks and subcultures that glorify violence, mass killers, and self-harm. However, not all participants in these violent online networks are motivated by NVE,” the FBI said, warning that some target children and vulnerable individuals.</p><p>In a press conference on Thursday, DOJ Undersecretary Nicholas Ty said the law against NVE should be comprehensive and contain essential aspects such as recognition that such a phenomenon happens in the Philippines and giving it a proper term.</p><p>“‘Yung NVE na term na ‘yan, ginagamit ‘yan sa US, at saka Australia, at sa Canada. Pero sa ibang jurisdiction, iba ‘yung term nila, parang nihilist extremist violence naman. Small difference but it makes a world of difference in terms of the focus of the law, the focus of the jurisdiction,” the undersecretary explained.</p><div><a href="https://news.abs-cbn.com/news/nation/2026/7/1/cicc-many-school-shootings-connected-to-nihilistic-violent-extremist-groups-1711">CICC: Many school shootings connected to nihilistic violent extremist groups</a></div><p>Ty suggested the law should form an inter-agency body that would oversee the matter. </p><p>“Mas maganda talaga kung may isang batas na buo at partikular para sa problema na gagamitin natin na hindi lang pinaparusahan bilang krimen ‘to, tinitignan din lahat ng aspeto na sinabi natin, proteksyon ng mga bata, koordinasyon sa mga ibang bansa, at ‘yung iba pang aspeto ng NVE,” the official said.</p><p>Ty assured lawmakers that the DOJ was ready to help should they legislate a law against NVE.</p><p>He said existing laws could be used to penalize individuals perpetrating NVE, pending the law for such.
