LTO suspends license of MPV driver who rammed enforcer

MANILA — The Land Transportation Office (LTO) preventively suspended for 3 months the license of multipurpose vehicle (MPV) driver who hit a traffic enforcer in Sta. Maria, Bulacan last January 14. 

On Tuesday, January 21, LTO conducted a hearing but the driver identified as Philip Antonie Baynito was not able to attend as he is still under the custody of Sta. Maria police. 

The prosecutor instead submitted his written statement stating that the driver fell asleep while driving. 

LTO investigator Sam Munsayac recommended the suspension of Baynito’s driver’s license due to the gravity of his violation of the law.

LTO Intelligence and Investigation Division chief Renante Melitante led the investigation and announced the suspension of Baynito’s driver’s license pending its final resolution.

“That suspension is that pending the investigation…that is not yet the penalty. The administrative proceedings we suspend for a maximum of 90 days pending the result of investigation. That is not yet the final resolution of the case,” Melitante explained. 

“Kung ang tanong ay ano ba ang magiging resolution nito - evidently this will be at most revocation of the driver’s license,” Melitante added. 

LTO said, based on the initial result of the alcohol and drug test, the MPV driver was not under the influence of alcohol or illegal drugs when the incident happened.

According to Melitante, LTO is still waiting for the confirmatory test result from the Philippine National Police.

The traffic enforcer identified as Salvador Marquez Dela Cruz Jr., according to LTO was already discharged from the hospital. 

The LTO already identified the insurance company of the vehicle involved but it refused to name it in public. 

“It is now the standard of the LTO whatever will be the case involving road accidents, tinitingnan na rin po natin ngayon itong liability ni insurance. Bakit po? Obligado po tayo magbayad ng insurance then mabagal po yung pag-claim. And dapat din po agaran din yung assistance from the insurance,” Melitante said. 

LTO investigators said the MPV was registered to another person. 

The LTO clarified that the registered owner of the vehicle has the same liability with that of the driver involved.
