MANILA – The Bangsamoro Ministry of Transportation and Communications (MOTC) has sought to expand the automated services of the Bangsamoro Land Transportation Office (BLTO) and make licensing and vehicle registration more accessible across the region.During a meeting with technology partner Stradcom Corporation in Quezon City, MOTC Minister Termizie Masahud noted plans to open additional BLTO sites in Lamitan, Basilan, and Maguindanao, as well as the first regional office in Cotabato.In November 2021, the MOTC and Stradcom partnered to automate the region’s land transportation systems, just as they agreed to interconnect their database with the LTO Central Office.“The partnership also ensured the authenticity and validity of documents, such as driver’s licenses and motor vehicle registrations, issued by the BLTO,” the statement read. <div><a href="https://www.abs-cbn.com/news/nation/2025/10/21/lto-infra-projects-under-probe-for-non-utilization-1611">LTO infra projects under probe for non-utilization</a></div>Masahud said since then, Stradcom helped automate BLTO operations, providing “efficiency and convenience in their daily operations.” BLTO has district offices in Cotabato, Marawi, Maguindanao, and Wao, a licensing center in Cotabato, and an extension office in Bongao, Tawi-Tawi — all of which are connected to the central LTO-IT system.Since then, the LTO-IT system has issued more than 110,000 driver’s licenses, 36,000 motor vehicle registrations, and recorded nearly 4,000 traffic adjudication reports in Bangsamoro.Aside from the LTO-IT system, Stradcom also created a BLTO Renewal Kiosk deployed in Cotabato District Office.The kiosk, the release noted, ensures that a self-service motor vehicle renewal is possible in around 30 minutes.<div><a href="https://www.abs-cbn.com/news/business/2025/10/13/lto-suspends-penalties-on-use-of-improvised-temporary-plates-0935">LTO suspends ban on improvised, temporary plates </a> </div>The MOTC and Stradcom also discussed adopting a 10-year driver’s license validity in BARMM from the current 5-year validity period. This is supposedly aligned with the LTO Central Office’s policy when it comes to driver’s license issuance.Stradcom confirmed that the LTO-IT system can support the extended validity.“Stradcom is not merely a technology provider but a partner of the BARMM in advancing progress and development in the region,” said Stradcom Vice President Luis Angelo Ibarra.
