Karen de Guzman, ABS-CBN News</span></span></span></div><div><br/></div><p>ECHAGUE, Isabela — Over 26 barangays in Echague, Isabela remain isolated as the Gucab and Annafunan overflow bridges remain impassable due to the heavy rains brought by Typhoon Uwan.</p><div><a href="https://www.abs-cbn.com/news/regions/2025/11/9/residents-evacuated-in-isabela-ilocos-due-to-uwan-1358">Residents evacuated in Isabela, Ilocos due to &#x27;Uwan&#x27;</a></div><p>According to Municipal Disaster Risk Reduction and Management (MDRRM) Officer Melissa Corpuz, water levels at both overflow bridges have exceeded the red warning markers, making it dangerous for vehicles and pedestrians to cross.</p><p>Overflow bridges are low-lying structures built across rivers or creeks that allow water to flow over the bridge deck during heavy rainfall or flooding.</p><p>While these are designed to reconnect communities during normal weather, they become inaccessible during intense downpours, cutting off access to several barangays.</p><p>Despite the isolation, Corpuz reported no rescue operations were needed after authorities enforced preemptive evacuations in flood-prone and low-lying areas before the storm’s landfall.</p><p>As of Monday, around 1,000 families or more than 3,000 individuals remain in evacuation centers across Echague.</p><p>Another 600 families are temporarily staying with relatives or neighbors as floodwaters have yet to subside.</p><p>The entire municipality remains without power, as several electric posts were toppled and transmission lines were damaged by strong winds.</p><p>Power restoration efforts are ongoing, but officials warn it may take several days before electricity is fully restored.</p><div><br/></div><div><strong>SANTIAGO CITY</strong></div><div><br/></div><p>Meanwhile, in Santiago City, fallen trees and branches have blocked several streets, while signages, tarpaulins, and other light structures were damaged by the intense winds.</p><p>A gasoline station also sustained heavy damage after its ceiling collapsed amid the storm’s peak.</p><p>Local authorities have begun rapid damage and needs assessments (RDNA) to determine the full extent of the typhoon’s impact.</p><p>As of 5 a.m., 28 cities and municipalities remain under Signal No. 3, while nine others are under Signal No. 2, according to PAGASA.</p><p>The weather bureau added that Isabela will continue to experience cloudy skies with moderate to heavy rains as typhoon Uwan moves slowly northwest.</p><p>Coastal areas are also warned of rough to very rough sea conditions, making sea travel risky.</p><p>Authorities continue to remind residents to stay alert, follow advisories, and refrain from crossing flooded roads and bridges until conditions improve.</p><div><br/></div><div><strong>RELATED VIDEOS</strong></div><div><br/></div><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/oI3_56J077Q?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/gxdc43qsVwc?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div>
