Maria Tan, ABS-CBN News </p><div><br/></div><div><br/></div><p>MANILA — The Commission on Audit (COA) filed four additional fraud audit reports with the Independent Commission for Infrastructure (ICI), recommending graft, malversation, and falsification raps against former Bulacan district engineers Henry Alcantara, Brice Hernandez, and several others over irregular flood control projects worth P344.35 million.</p><p>Two projects cited in the new reports included a P74-million riverbank protection project by SYMS Construction Trading, where COA said no structure was built at the approved site, and a P96 million project by M3 Konstract Corp., where the commission found an existing structure with “multiple defects and cracks.”</p><p>Both projects are located in Barangay San Roque, Baliuag, Bulacan.</p><p>The audit also flagged the P96-million riverbank protection project by Elite General Contractor &amp; Development Corp. in Barangay Santol, Balagtas, Bulacan.</p><p>“Satellite images showed an existing riverbank protection structure built at the approved project site 22 days after the award of the project. COA found a flood control structure split into two sections, which cannot be attributed to the project because the contract required a single continuous structure,” according to the report filed on Monday.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/11/12/ici-seeks-power-to-padlock-establishments-liable-for-flood-control-infra-anomalies-0041">ICI seeks power to padlock establishments liable for flood control, infra anomalies</a></div><p>Another project by Wawao Builders in Barangay Caingin Malolos City worth P77 million was found to have only 55 meters of the planned 203-meter structure completed.
