Dennis Datu, ABS-CBN News</div>MANILA -- Public Works and Highways Secretary Vince Dizon has ordered the immediate reconstruction of the damaged section of the Baler–Casiguran Road in Aurora, which was heavily battered by Super Typhoon Uwan. This time, the road will be rebuilt with steel reinforcements and a new structural design intended to withstand powerful storm surges.“Bago na yung design na gagawin natin, yung ating protection sa alon, bagong design na. May bakal na siya, matibay na bakal. Bubuhusan na natin ng buo kasi ito riprap lang. Ito, combination ng bato saka ng semento, tapos lalagyan na rin natin ng tinatawag na wave deflector,&quot; Dizon explained. &quot;&#x27;Yung wave babalik  yung energy na dala ng alon, babalik.&quot;<div><a class="fr-green" href="https://www.abs-cbn.com/news/nation/2025/11/12/aurora-under-state-of-calamity-isolated-towns-reconnected-0804">Aurora under state of calamity; isolated towns reconnected </a> </div>The upgraded road will also be fortified with hexapods.“&#x27;Yung parang mga jackstone na malalaki, kasi nakita natin sa Catanduanes, &#x27;yung area na walang hexapod nasira. &#x27;Yung area na may hexapod, hindi nasira.” he added. Dizon admitted that when the coastal road was built in 2007, it did not contain any steel reinforcement. However, he said it is still too early to conclude whether the construction was substandard, as engineers are currently assessing the damage.“Noong time na yun, ang design para sa mga coastal road ay riprap lamang. &#x27;Yung coastal protection since then, nagbago na tayo ng design. &#x27;Yung design ng time na talagang walang bakal,” he noted.Dizon inspected the damaged portion together with Governor Isidro Galban and Congressman Rommel Angara. Iniwan muna po natin yun mga imbestigasyon na ganiyan kasi ito ay magpapagulo lamang. Ang focus natin ay maiayos lahat ng nasira para sa ating mga kababayan,” Galban said.About 600 meters of the Baler–Casiguran Road in Sitio Ampere, Dipaculao were destroyed, but Dizon has ordered a full replacement of the entire 1.4-kilometer stretch. The project is expected to be completed in one year and three months. The Baler–Casiguran Road serves as a crucial link connecting several towns to the northern part of Aurora.
