Jonathan Cellona, ABS-CBN News</span></span></span></div><p>MANILA — Bulacan province is bracing for a triple threat of potential flooding as critical factors converge to heighten risks in flood-prone and coastal areas.</p><p>These factors include high tide reaching up to 4.3 feet, the expected heavy rains from Super Typhoon Uwan, and the preventive release of water from Angat Dam, threatening towns such as Hagonoy, Paombong, Calumpit, Malolos, Bulakan and Obando.</p><p>Bulacan Provincial Disaster Risk Reduction and Management Office (PDRRMO) head Manuel Lukban Jr. said the provincial government has been preparing over the past three days under &quot;Blue&quot; or heightened alert.</p><p>“Kahapon pa lang, may ilang bayan na hanggang ngayon ay nagsagawa na rin ang ilang pang mga LGUs na napakaganda ng kooperasyon sa ating pamahalaang lalawigan,” he added.</p><p>(Since yesterday, there has been cooperation between local government units and the provincial government)</p><p>While Bulacan may not be directly hit by the super typhoon, its geography makes it prone to flooding due to multiple compounding factors, Lukban explained.</p><p>“Ang higit nating pinangalagaan ngayon ay iyong ating Angat Dam at iyong high tide na maaaring mag-cause ng flooding sa atin. At in addition sa water na binabagsak ngayon ng Uwan na aasahan natin mamaya itong gabi,” he said.</p><p>(We are wary of the water from the Angat Dam and the high tide, both of which could cause flooding. In addition to that is the rain from Uwan that we expect to fall by tonight)</p><p>Lukban said Angat Dam began releasing water two days earlier as part of preventive measures to keep the level below the critical 212-meter high elevation mark.</p><p>“Ngayon, nasa 208.8 meters na lang tayo. Hanggang mamaya ‘yan ipinipilit natin mapababa n hanggang 208.4 meters,” he explained.</p><p>(We are now at 208.8 meters and we&#x27;ll try to get that down to 208.4 meters within the day)</p><p>He clarified that the dam release is being carefully monitored and is not expected to cause flooding.</p><p>With Uwan expected to bring heavy rainfall and strong winds Sunday night until early Monday, the PDRRMO anticipates peak effects between 7 p.m. and 11 p.m.</p><div><br/></div><div><strong>RESPONDERS AND RESCUERS ON STANDBY</strong></div><p>About 500 responders, including personnel from the PDRRMO, Philippine National Police (PNP), Bureau of Fire Protection (BFP) and volunteer groups, have been placed on standby. Rescue boats, amphibious vehicles, and generator sets have been prepositioned in flood-prone towns.</p><p>Authorities have prohibited all water activities in the Angat River due to strong currents caused by the dam release.</p><div><br/></div><div><strong>HAGONOY FACES ABOVE-NORMAL WATER LEVELS</strong></div><p>Meanwhile, Hagonoy Mayor Ma. Rosario Sy-Alvarado-Mendoza reported that their town was facing above-normal water levels reaching 4.9 meters, coinciding with the expected landfall of Uwan in northern Luzon. </p><p>The municipality, a known flood basin for Bulacan, is now housing dozens of evacuees displaced by early flooding.</p><p>Forty-eight families or 172 individuals have been evacuated in barangays Santo Niño, San Sebastian, and San Agustin to the municipal grandstand, while food distribution was conducted for over 2,500 coastal families.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/11/9/defense-chief-evacuation-now-better-than-calling-for-rescue-later-1521"><strong>Defense chief: Evacuation now better than calling for rescue later<br/></strong></a></div><p>The mayor said residents have been advised not to return home due to waist- to chest-high flooding inside houses.</p><p>Mendoza said the local government coordinated with the PNP, BFP and Municipal Disaster Risk Reduction and Management Office to form cluster teams that will monitor communities through the night.</p><p>Relief operations continue, with food packs, beddings, mats, mosquito nets, hygiene kits, and clean water distributed to evacuees.</p><p>Both provincial and local officials appealed to residents to remain alert and cooperative until the tropical cyclone passes.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/11/9/gov-t-work-classes-suspended-in-several-regions-due-to-uwan-1116"><strong>READ: Gov’t work, classes suspended in several regions due to &#x27;Uwan&#x27;</strong></a></div><div><strong>FROM THE ARCHIVES</strong></div><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/Rps5XAh1_Oc?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><strong></strong><br/></div>
