ICI receives 48 boxes of docs from PNP-CIDG; 2 complaint-affidavits from Surigao del Norte residents

<p>MANILA — The Independent Commission for Infrastructure (ICI) received on Tuesday from the Philippine National Police (PNP) additional documents related to the anomalous flood control projects in the country.</p><p>According to ICI, the PNP has submitted 48 boxes of documents containing 11 reports on flood control projects in 8 provinces that include Masinloc Zambales, San Agustin Romblon, San Jose Occidental Mindoro, Noveleta Cavite, Imus Cavite, General Trial Cavite and Rodriguez Rizal.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/12/2/ici-urged-to-investigate-p4-4-b-worth-of-flood-control-projects-in-davao-city-1754">ICI urged to investigate P4.4-B worth of flood control projects in Davao City</a></div><p>This is the third batch of documents from the PNP-Criminal Investigation and Detection Group (PNP-CIDG), as a result of the technical evaluation it conducted on alleged “ghost” flood control projects of the government.</p><p>Based on the markings of some of the boxes turned over to the ICI, they include documents related to contractor Sunwest Incorporated, which has been linked to former Congressman Zaldy Co.</p><p>Also on Tuesday, December 9, the ICI received two complaint-affidavits from private citizens of Surigao del Norte asking the Commission to include in its ongoing investigation alleged questionable flood control projects in the 2nd District of said province.</p><p>The ICI promised to pursue necessary actions to hold accountable those responsible personalities involved.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/11/13/marcos-flood-corruption-suspects-to-be-jailed-before-christmas-1046">Marcos: Flood control corruption suspects to be jailed &#x27;before Christmas&#x27;</a></div><p>Meantime, the ICI-Technical Working Group (ICI-TWG) scheduled virtual meeting has been postponed due to lack of quorum  since only 7 out of the 23 member agencies were available.</p>
