New names dominate Cebu election results

MANILA — Political neophytes dominated the local elections in Cebu province and its major cities.

Pam Baricuatro foiled incumbent Governor Gwen Garcia's re-election bid after securing over a million votes.

Baricuatro runs a foundation and has served as board director at the Landbank of the Philippines Resources and Development Corporation.

“This is a time for healing; the province is hurting, the city is hurting, the country is hurting,” said Baricuatro.

She said her governance would be “clean and approachable.”

She added that her programs would include the prioritization of healthcare.

“There was no vote-buying in my part. This was a clean campaign for me from start to finish,” she said. 

Meanwhile, Nestor Archival, who is an incumbent councilor, is the mayor-elect of Cebu City with 256,197 votes. 

He is joined by former Cebu City Mayor Tomas Osmeña, who is now vice-mayor elect with 233,906 votes.

Both are members of the Liberal Party and are locally part of the Bando-Osmeña Pundok Kauswagan.

Archival said that did not expect to win. 

“Unahon nato ang revenue generation (We will put first revenue generation),” he told reporters. 

He said he wanted to streamline processes and ensure that the city hall would open its services even until nighttime.

Archival also mentioned the completion of the Cebu City Medical Center, which was severely damaged in the 2013 earthquake.

Some vendors of the Carbon Market who were displaced by its privatization were seen celebrating Archival's lead in the mayoral race on Monday night. 

They lost their livelihood during the previous administration.

Mandaue City’s mayor-elect is also a newcomer, Jonkie Ouano, who defeated dismissed mayor Jonas Cortes.

In Lapu-Lapu City, congresswoman Cindi Chan was set to win against former mayor Paz Radaza.

Cebu has over 3.4 million registered voters, making it the most vote-rich province.
