Authorities offer P1 million for info on ex-cop tagged in South Korean’s slay at Camp Crame

MANILA — Executive Secretary Lucas Bersamin and the Presidential Anti-Organized Crime Commission (PAOCC) announced a P1 million bounty for any information leading to the capture of former Police Lt. Col. Rafael Dumlao III, the alleged mastermind in the 2016 killing of a South Korean businessman inside the national police headquarters. 

Criminal Investigation and Detection Group chief PMGen Nicolas Torre III said investigators have secured leads on Dumlao's whereabouts. 

“Sa ngayon naman ay may mga traces tayo sa dalawa niyang asawa, so tinitignan natin ang mga puwede nating mapagsimulan sa paghahanap sa kanya,” said Torre.

Dumlao has been in hiding since the court convicted him over the killing of businessman Jee Ick-joo. The killings was mentioned anew after a recent meeting between Philippine and South Korean officials, Bersamin told reporters in a chance interview.

Torre noted that the Bureau of Immigration has not recorded any official departure under Dumlao’s name.

However, authorities are not discounting the possibility that he may have fled the country. The Philippine National Police (PNP) is coordinating with International Criminal Police Organization (Interpol) for the issuance of a Red Notice that would alert member countries to assist in his apprehension.

“Sa verification natin sa BI wala pa naman exit na nakita… We are asking the Interpol to issue the Red Notice para sa lahat ng member countries,” said Torre.

Amid growing pressure from the South Korean government and local Korean community, Philippine officials reiterated their commitment to bringing justice to the victim’s family.

“Lagi namang pina-follow up ng Korean Embassy sa atin iyan… we really commiserate with their situation and we are exerting all our efforts to ensure justice is given to the deceased,” said Torre.

“We are relentless in the pursuit of Mr. Dumlao kasi isa nga ito sa heinous crimes in recent memory,” he said.

Torre also appealed to Dumlao and his family.

“Abogado naman siya, I think it’s about time that he face the music, he can defend himself in the court of law,” said Torre.

He added that Dumlao’s continued evasion only puts him at greater personal risk. 

“Harapin niya na lang ng nasa kustodiya siya ng estado… baka may iba pang magka-interes sa buhay niya dahil diyan sa 1 million [reward] na iyan,” he said.
