Jonathan Cellona, ABS-CBN News/file "/><span class="fr-inner" style="text-align:left">The headquarters of the Land Transportation Office in Quezon City. <em>Jonathan Cellona, ABS-CBN News/file </em></span></span></span></div><p>MANILA (<strong>UPDATED</strong>) — Two officials of the Land Transportation Office have been relieved from their posts after a viral video showed them assaulting two citizens, including one minor, in a hotel in Tuguegarao City.</p><p>“Kitang-kita natin &#x27;yung nangyari. May kainan, may party. For whatever reason, physically sinipa nitong assistant regional director &#x27;yung dalawang kababayan natin doon sa kainan and apparently is even a minor,” said Transportation Secretary Vince Dizon.</p><p>The involved officials were identified as LTO Region II Assistant Regional Director Manuel Baricaua and Chief Enforcer Charles Ursulum.  </p><p>Dizon said he will also write to Executive Secretary Lucas Bersamin to seek Baricaua’s permanent removal.</p><p>“For whatever reason, physically sinipa nitong assistant regional director &#x27;yung dalawang kababayan natin doon sa kainan and apparently is even a minor,” he said.</p><p>Dizon said he had instructed LTO Assistant Secretary Vigor Mendoza II to assist the victims in filing charges. </p><p>“I&#x27;ve asked Asec. Vigor to reach out to the victims, and to assist in any way in the filing of charges, I assume physical assault charges against these people. There&#x27;s no excuse para dito,&quot; he said.</p><p>The transportation secretary noted that an investigation is not needed as the video caught the officials in the act.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/6/16/florida-bus-discloses-names-of-all-bus-drivers-in-viral-video-1159">Florida bus discloses names of all bus drivers in viral video</a></div><p>According to Mendoza, their actions violated the code of conduct for public officials.</p><p>“Napagbigyan po natin (sila) to explain their side. Hindi naman na-refute yung nangyari sa video so it’s deemed to be fact… Paalala din po yan sa lahat sa amin sa gobyerno, yung standard of ethical practice, mas mataas kumpara sa ordinaryong citizen.
