<p>MANILA (UPDATED) — Bangsamoro Chief Minister Abdulraof Macacua has directed all ministers, deputy ministers, and heads of offices and agencies to tender their &quot;unqualified courtesy resignations&quot; not later than June 30.</p><p>Commission on Elections Chairman George Garcia confirmed on Tuesday the memorandum circular issued by Macacua dated June 23, 2025.</p><p>The move comes three months before the first-ever Bangsamoro Parliamentary Elections set for October 13.  </p><p>In the memorandum, Macacua sought the officials&#x27; courtesy resignation &quot;in light of the serious and grave complaints... and to improve efficiency and effectiveness of service delivery in this crucial phase of the end of the transition period.&quot;</p><div><a href="https://www.abs-cbn.com/news/nation/2025/6/19/bangsamoro-top-cop-to-replace-torre-in-cidg-1345">Bangsamoro top cop to replace Torre in CIDG</a></div><p>To avoid disruption of government services, all concerned officials shall continue to report for work and &quot;perform only their routine functions not involving discretion&quot; until action on the resignations is taken.</p><p>Should a minister, deputy minister, head of office, or agency covered by the memorandum fail or refuse to submit an unqualified resignation before the deadline, the individual will be deemed resigned.</p><p>Garcia said they will learn more about the possible implications of the move during his visit to Maguindanao del Norte on Wednesday.  </p><p>&quot;May mga invited tayo doon ng mga opisyal ng Bangsamoro. Una, tingnan natin kung a-attend sila. Pero pangalawa, siyempre yung mga kaugnayan namin sa pag-conduct ng eleksyon ay yung mga pinuno ng mga departamento o mga ministry doon,&quot; he told reporters.</p><p>&quot;And therefore, tingnan natin kung gaano kabilis mapapalitan, kung magpapalitan ba o kung sakali magkakaroon ba ng pag-retain nung mga nakaupo sa kasalukuyan upang magtuloy-tuloy din yung pakikipag-usap natin sa kanila,&quot; he said.</p><p>&quot;Aalamin din natin, mula sa ating mga tauhan sa ground, kung paano ito makakaapekto yung mga gantong klaseng development sa aming pong paghahanda patungo sa October 13,&quot; Garcia added.</p><p>While the poll body chief has no information on the rationale behind the move, he called it &quot;a highly political decision&quot; by the Bangsamoro chief minister.</p><p>Garcia acknowledged that any change in leadership would always have an implication on Comelec preparations.</p><p>&quot;Pero sana nga, tutal naman ito ay medyo mahaba-hababang panahon kumpara sa nalalapit na halalan, sana nga magkaroon ng kaliwanagan kaagad dun sa mga mapapalitan o dun sa ma-reretain upang hindi magkaroon ng agam-agam din at saka maging maliwanag sa Comelec kung sino yung mga tamang kausap natin,&quot; he said.</p><p>&quot;Ang importante naman din dito, at least yung Chief Minister naman, ay hindi napalitan sa kasalukuyan. Siya naman na yun. And therefore, kung meron mga makakapalitan o ma-reretain, ay yung mga head ng mga ministry naman,&quot; he added. </p><div><br/></div><div><strong>COMELEC CHAIRMAN TO VISIT COTABATO CITY</strong></div><div><br/></div><p>Garcia underscored the importance of his visit to Cotabato City on Wednesday as they prepare for the parliamentary elections.</p><p>The poll body official will check the security preparations and peace and order situation ahead of the polls.</p><p>&quot;Gusto natin i-meet ang ating PNP, ang ating AFP at mga ibang stakeholders doon sa Cotabato, ipaliwanag sa kanila yung ating mga preparasyon. Gusto rin po natin tunghayan at libutin yung mga pasilidad na gagamitin namin,&quot; he said.</p><p>The poll body is planning to use the Sixth Infantry Division camp in Awang, Datu Odin Sinsuat, Maguindanao del Norte as its operation center and canvassing center for the region.</p><p>Comelec also seeks to place the media center and its National Technical Support Center, or technical call center, in the camp.</p><p>Garcia said they were awaiting the regional law determining the fate of the seven seats of Sulu, which the Supreme Court ruled was no longer part of the Bangsamoro Region.</p><p>The poll body chief earlier wrote to President Ferdinand Marcos Jr., Supreme Court Chief Justice Alexander Gesmundo, Senate President Francis Escudero, and House Speaker Martin Romualdez that they will proceed with the 73 seats for the parliamentary polls pending a law.</p><div><br/></div><div><strong>UPDATES ON BARMM PARLIAMENTARY ELECTIONS</strong></div><div><br/></div><p>Garcia said preparations continue for the automation of the Bangsamoro Parliamentary Elections.  </p><p>The poll body has laid down all the requirements needed by support staff, plus the dates when things need to be accomplished.</p><p>&quot;Ngayon po kasalukuyang tinatapos na yung tinatawag na source code. Kahapon po, pina-approve sa Commission en bac via referendum yung magiging mukha ng balota para sa Bangsamoro,&quot; he said.</p><p>&quot;Kailangan po kasi yun dahil yung mukha ng balota ay kinakailangan isama sa source code. At siyempre kung ano yung mga kailangan mga tests na isagawa ng Comelec patungo sa isang automated election,&quot; the poll chief said.</p><p>Garcia said July would be crucial for Comelec in preparing for the upcoming polls.</p><p>&quot;Kinakilangang matapos namin yung source code, yung trusted build, yung local source code review, yung pag-dedeposit sa Bangko Sentral, yung pong tinatawag na pre-LAT, logic and accuracy test. At siyempre meron tayong mga mock election at meron din tayo na gagawin na final testing and sealing, hindi lamang ng makina, this time kasama, yung transmission ng results,&quot; he said.</p><p>Garcia appealed to candidates to submit their photos, which will be placed on the ballots, as stated in the Bangsamoro Electoral Code.</p><p>About 40 of the over 100 candidates have submitted their pictures, while only four of the seven political parties have handed in their logos so far.  </p><p>&quot;Naka-ilang beses na po kami humihingi ng atensyon na sana ma-submit na sa amin yung mga pictures base sa quality na hinihingi po namin para maging maliwanag naman ang pictures nila sa balota,&quot; he said.</p><p>The poll body has extended the deadline for submission to July 18.</p><p>&quot;Kung sakali po hindi sila makakapag-submit, ang gagamitin po namin ay yung mismong picture ng mga kandidato na nakalagay sa kanilang certificates of candidacy. Baka po hindi ganun kaganda &#x27;yung quality po noon,&quot; Garcia said.</p><p>The Comelec chairman said the situation in the Bangsamoro region has been peaceful after the 2025 midterm elections.</p><p>&quot;Ang pinaghahandaan lang natin yung pagka po na palapit na tayo sa mismong campaign period.
