<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/175248776855420250115-ballot-printing-npo-MT-06.jpg" style="width:960px" class="fr-fic fr-dib"/><span class="fr-inner" style="text-align:left">Workers conduct the the Final Testing and Sealing (FTS) of Ballots, Local Absentee Voting (LAV) Ballots, Overseas Voting (OV) Ballots, Official Ballots (OB) for Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and CARAGA, BARMM Parliamentary Election Ballots, and Mock Election Ballots at the National Printing Office, North Diliman, Quezon City on January 15, 2025.<em> Maria Tan, ABS-CBN News </em></span></span></span></div><p>MANILA — The Commission on Elections (Comelec) on Monday assured the public that the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliamentary elections will proceed as scheduled on <a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/regions/2025/2/4/senate-approves-barmm-election-postponement-0941">October 13</a>, as it formally signed a memorandum of agreement with the National Printing Office and Miru Systems for the printing of official ballots.</p><p>The agreement, signed in Manila on July 14, sets in motion the printing of 2.3 million ballots, which will begin in September and is expected to be completed in under a week. </p><p>Comelec Chairman George Erwin Garcia said they are leaving nothing to chance to ensure a smooth and timely election process in BARMM.</p><p>“In fact, ngayong araw (July 14) na ito magsisimula na ang pag-imprenta ng mock election ballots, tapos later on ang ating test ballots, at later on, ang ating lab test ballots, kasama na iyong 2.3 million na balota na gagamitin sa buong Bangsamoro,” Garcia announced.</p><p>“So again, isa lang pong ibig sabihin niyan, walang kadudaduda, tuloy ang halalan sa October 13 sa Bangsamoro. Wala na pong makakapigil,” he added.</p><p>As part of the preparations, the poll body began the trusted build of the source code for the vote counting machines on Monday morning, followed by a local source code review scheduled for Thursday. </p><p>Garcia underscored that even a single day of delay could compromise the tight election timeline.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/7/1/comelec-to-continue-preps-for-barmm-elections-1527">Comelec to continue preps for BARMM elections</a></div><div><br/></div><div><strong>MOCK ELECTIONS SET FOR JULY 25</strong></div><p>To further ensure the integrity of the electoral process, Comelec is conducting mock elections on July 25 in Lanao del Sur and Tawi-Tawi. </p><p>Around 200,000 ballots, including mock, test, and roadshow ballots, are being printed for this exercise.</p><p>He noted that the ballots to be used in the mock polls will already feature photos of candidates, party logos, and uniquely, an option to vote for “none of the above”, a first in the Philippine elections. Garcia said this will help assess voter behavior when given more choices.</p><p>“Napaka-importante iyong feature na iyon sapagkat kauna-unahang pagkakataon sa eleksyon ng bansa na merong option na none of the above ang mga botante,” he said.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/regions/2024/11/11/109-aspirants-6-parties-join-candidacy-filing-for-barmm-parliamentary-polls-1449">109 aspirants, 6 parties join candidacy filing for BARMM parliamentary polls</a></div><div><br/></div><div><strong>SHIPPING ACROSS FAR-FLUNG ISLANDS</strong></div><p>Garcia acknowledged logistical challenges in distributing ballots across BARMM’s remote provinces and islands, such as Basilan and Tawi-Tawi.</p><p>Their goal is to have all ballots shipped before the end of September so these can reach provincial treasurers, who will then distribute them to municipal treasurers.</p><p>“Madami tayong lugar sa Bangsamoro na medyo masyadong malalayo. Mga isla, katulad lalo na dyan sa Tawi-Tawi, diyan sa Basilan, iyong mga lugar na ‘yan kakailanganin ng ilang oras na pagbabiyahe gamit ang mga motor na bangka para sa dagat,” he explained.</p><div><br/></div><div><strong>CONFIDENCE IN PEACEFUL POLLS</strong></div><p>Despite isolated concerns, Garcia said security assessments indicate that the BARMM elections are expected to be peaceful and orderly.</p><p>“So far, base sa assessment ng security forces natin, all indications point to the fact na magiging maayos naman, tahimik ang eleksyon sa Bangsamoro.
