The mayor of Sablayan town in the province of Occidental Mindoro has blamed the allegedly defective flood control projects of the Department of Public Works and Highways (DPWH) for the widespread and severe flooding in their area.According to Mayor Walter “Bong” Marquez, even though the flood control projects were newly constructed, many were already damaged while others completely collapsed.Around 10 newly built flood control structures have proven useless in preventing the flooding.“Bagong gawa pero sira ulit, gagawin ulit,” Marquez remarked.The mayor also criticized the lack of proper coordination among DPWH offices in implementing the projects.“Problema dyan sa DPWH ay hindi nila pinagdudugsong yung project ng DPWH district office, may regional, may national, nilalagyan nila ng pagitan doon dumadaan ang tubig  hindi sunod-sunod ang pagkakalagay at iba-iba ang mga specs, walang master plan na dapat susundan,” he added.The massive flooding in Sablayan has caused millions of pesos in damage to infrastructure and agriculture.Those most affected were the rice farmers, whose livelihood is the main source of income for the people of Sablayan.“Mayroon mag-aani na, dumapa lahat, mayroon mga bagong tanim na sinapawan ng tubig eh patay din ang mga tanim,” said Marquez.Ten barangays were submerged in floodwaters up to five feet deep.Fisherfolk are also struggling to earn a living, as they have been unable to go out to sea for more than a week due to large waves.Due to the extent and severity of the damage of floods, a state of calamity has been declared in Sablayan.Mayor Marquez is appealing to the national government to help their town, saying their funds are running out and the local government can no longer sustain providing assistance to the estimated 5,000 families affected by the severe flooding.
