Luis &quot;Chavit&quot; Singson said the government should start its investigation into flood control projects in Ilocos Norte, the bailiwick of the Marcos political clan and where he said contractors under suspicion also landed projects.</p><p>In a press conference in San Juan City, Singson said: &quot;Unahin natin sa Region 1 — Ilocos Norte dahil si Presidente na nagsabi…may katiwalian sa flood control. Sino ngayon ang binibintangan? Discaya ang gumawa… Ang mga contractor nila sa Ilocos Norte, Discaya rin eh?&quot;  </p><p>(Let&#x27;s start with Region 1 — Ilocos Norte, because the President himself has said there is corruption in flood control. Who is being accused of corruption? The Discayas.
