<div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/ZCqYqp7yyg4?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div><p>ORIENTAL MINDORO — Oriental Mindoro Governor Humerlito “Bonz” Dolor blamed allegedly substandard flood control projects for the latest widespread flooding that hit the province.</p><p>Dolor pointed to several flood control structures — worth hundreds of millions of pesos — that reportedly collapsed just a few years after construction, particularly those along the Mag-Asawang Tubig River. </p><div><a href="https://www.abs-cbn.com/news/regions/2026/2/9/shear-line-triggers-widespread-flooding-in-oriental-mindoro-2140">Shear line triggers widespread flooding in Oriental Mindoro</a></div><p>He also faulted the lack of connectivity among the flood control projects for the flooding in the town of Victoria, an area that he said had not previously experienced such severe flooding.</p><p>“Ginawa nilang road dike na saksakan ng lalapad na gumuguho nang dahan-dahan. Tapos, sa pagitan ng Alcate at Bagong Buhay, nagtira ng mga putol-putol na area at &#x27;yun ang nagdadala ng baha. Sa halip na dire-diretso na flood control, ito ang ginawa,” Dolor said in a video posted on his official page.</p><p>The governor expressed frustration, stating that the public continues to suffer despite billions being allocated for flood mitigation.</p><p>“Sino ang namomroblema? Taumbayan. Masisisi niyo ba ako kung bakit galit na galit ako sa isyu ng flood control lalo na sa Oriental Mindoro? P40 bilyong ang inilaan sa flood control na sana ay nakasolusyon sa baha sa Oriental Mindoro, lalo na sa portion ng Victoria, Naujan, Calapan, at Baco,” he added.</p><p>The flooding became personal for the governor on Monday night when the area surrounding his own home in Naujan was submerged in deep water. </p><div><a href="https://www.abs-cbn.com/news/regions/2026/2/11/3-months-underwater-lakeside-barangays-in-oriental-mindoro-town-still-submerged-0001">3 months underwater: Lakeside barangays in Oriental Mindoro town still submerged</a></div><p>After spending the day inspecting projects across the province, Dolor was forced to climb over his fence just to get inside his residence.</p><p>“Umalis ako ng bahay ala-syete ng umaga. Ngayon pag-uwi, ito ang dadatnan ko. Pasma ang paa,” Dolor said.</p><p>Oriental Mindoro has been identified as one of the centers of the ongoing flood control corruption scandal. </p><p>Several former officials of the Department of Public Works and Highways (DPWH) in the Mimaropa region, including a former regional director, are currently detained over a P289-million allegedly substandard flood control project built along the Mag-Asawang Tubig River in Naujan.</p><p>Also charged in the case are officials of the contractor, Sunwest Construction and Development Corporation, including its alleged owner, former congressman Zaldy Co.</p><p>Since last year, Dolor exposed numerous allegedly substandard flood control projects across the province. </p><p>He insisted that if the province’s flood mitigation master plan had been followed, the current situation could have been avoided.</p><p>“Kung sinunod sana &#x27;yung flood mitigation master plan—&#x27;yung sanang pera ay labis na—may study naman. May study &#x27;yung NORAD (Norwegian Agency for Development Cooperation), that’s a Norwegian government fund; may study ang pamahalaang panlalawigan; may study ang Asian Development Bank.
