MANILA -- The Cebu City Council has resolved to remove the cease-and-desist order of an upscale land development in Barangay Guadalupe, which was initially blamed for the cause of flooding during the onslaught of Typhoon Tino in November 2025. According to the council’s resolution approved on Wednesday, the Monterrazas de Cebu Project did not directly cause the massive floods. It further said that the flooding incidents in the barangay are “the result of multiple contributing factors, including existing drainage limitations, tributary inflows, and other site conditions.” <div><a class="fr-green" href="https://www.abs-cbn.com/news/regions/2025/11/15/monterazzas-de-cebu-denies-cutting-down-700-trees-2202">Monterazzas de Cebu denies cutting down 700 trees</a> </div>“[Flooding incidents] cannot be solely attributed to any single development in the area,” added the resolution. The council based the resolution from a joint ocular inspection of the Natural Resources Office and the Office of the Building Official conducted on January 12, 2026. The report found that earth-moving activities at the project site were done to manage surface runoff and were allowed by the directives of the Department of Environment and Natural Resources. “The imposition of a Cease-and-Desist Order on the Monterrazas de Cebu project is not warranted, without prejudice to the continued monitoring and regulatory authority of the concerned offices,” the resolution further said. The council also referenced the Environmental Management Bureau report that the project has 62,468 cubic meters and a total of 22 detention ponds strategically placed to contain and slow down surface runoff for flood mitigation. <div><a class="fr-green" href="https://www.abs-cbn.com/news/regions/2025/11/14/denr-cites-violations-in-controversal-monterrazas-project-in-cebu-city-1129">DENR cites violations in controversial Monterrazas project in Cebu City</a> </div>Councilors also saw that the flooding in the affected areas was due to municipal drainage deficiencies, including outdated pipes in portions of the barangay, including improper disposal of garbage. With the new development, the city will still strictly maintain Mont Property Group in its compliance with all city ordinances, including the finalization of the Special Hauling Permit and the submission of comprehensive hydrological studies to further guide local mitigation efforts. All concerned offices of the city are now mandated to work in partnership with the developer to implement long-term drainage and flood mitigation improvements.
