<p>CEBU — President Ferdinand Marcos Jr., during his latest visit to Cebu, inspected Monday the Mananga River Flood Mitigation Structure that was undergoing rehabilitation following the damage caused by typhoon Tino in 2025.</p><p>Houses around the area were washed out from severe flooding during the typhoon’s onslaught last November 4.</p><p>The repair and rehabilitation started three weeks after the incident, spanning the Barangays of San Isidro, Lawaan II, Mohon, Dumlog and Bisaong. It is set to be finished by the end of July 2026.</p><p>The Department of Public Works and Highways, which is in charge of the project, used gabions or rock-filled wire mesh baskets to prevent flooding. </p><p>“Hindi na masyadong mabilis ang takbo ng tubig, ngayon napalaking bagay. Itutuloy namin, hindi pa tapos ito. We will still continue to repair and redesign the flood control here,” said Marcos.</p><p>“Nature-based solutions siya. Hindi niya pinapabilis, pinapabagal niya ang flow ng tubig. Hindi siya new technology; very, very old technology ito pero mas maganda ito than concrete revetments,” DPWH Secretary Vince Dizon added.</p><div style="text-align:center"><iframe src="https://www.facebook.com/plugins/post.php?href=https%3A%2F%2Fwww.facebook.com%2Fphoto.php%3Ffbid%3D1561627859345798%26set%3Da.650104283831498%26type%3D3&amp;show_text=true&amp;width=500" width="500" height="703" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen=""></iframe><br/></div><p>Marcos said the long-term plan is to widen the river and put up dams in the three major rivers of Cebu — Mananga, Cotcot and Butuanon, to prevent a repeat of the 2025 catastrophe. </p><p>“Mayroon tayong plano na maglagay ng dam sa taas dito sa Mananga River. It is a 70-meter dam. Ilalagay na namin nasa NEP (National Expenditure Program) na for 2027, naka-budget na. Titiyakin na natin na hindi magagalaw ang budget na iyon pagdating sa budget process,” added Marcos.</p><p>“Doon na natin haharangin sa taas ang tubig,” he said. </p><div><a href="http://Storm-ravaged Cebu province got P26.7 billion in flood control funds over last 3 years">Storm-ravaged Cebu province got P26.7 billion in flood control funds over last 3 years</a></div><div> </div><div><strong>RIVER WIDENING</strong></div><div> </div><p>Dizon also explained that the next step is to widen the river. </p><p>“Ang goal namin ngayon is kailangan talaga, the ultimate solution to flood mitigation is we allow the river to flow in its natural state. We have to give room to the rivers,” said Dizon.</p><p>He said population growth and settlements near the rivers contributed to their narrowing.</p><p>“Work in progress to lahat but a lot of the work will come next year when we get the budget for the dam and the high water channel protection,” added Dizon.</p><p>Because of this move, a number of residents will be displaced.</p><p>Talisay City Mayor Samsam Gullas said relocation sites were already in place. </p><p>“Our problem is that our lots are small so we have to separate them,”  Gullas said in Cebuano.</p><div> </div><div><strong>PERSISTENT TRAUMA</strong></div><div> </div><p>Residents near the area shared their relief because of the river protection, but still sense fear, especially when heavy rains loom. </p><p>“We are still scared because our houses are not yet done,” resident Inecita Espinosa said.</p><p>She said the river should be dredged as soon as possible.</p><p>“It is a small improvement. Nothing has changed, they just repaired it.
