Noel  Sianosa, AFP</span></span></span></div><p>MANILA — The Department of the Interior and Local Government (DILG) said Wednesday it was looking into the possible liability of the parents and guardian of two minors involved in the <a href="https://www.abs-cbn.com/news/regions/2026/6/22/alleged-school-shooting-reported-in-tacloban-1034">deadly shooting</a> at the San Jose National High School in Tacloban City, which left three people dead and several others injured.</p><p>Interior Secretary Jonvic Remulla said initial findings suggested the incident could have stemmed from prolonged bullying experienced by the two student suspects.</p><p>“Ang lumalabas sa initial feedback ay bullying gone wrong. Binu-bully daw ‘yung dalawang estudyanteng ‘yun at dahil doon ay na-ifluence sila sa <a href="https://www.abs-cbn.com/news/technology/2026/6/23/cybercrime-body-bans-videogame-gorebox-after-tacloban-school-shooting-1545">video games</a>. Ang tinitingnan namin dito ‘yung culpability ng tiyahin at magulang dahil nakuha nila ang baril ng nakakatanda sa kanila,” Remulla said. </p><p>“Isang baril doon na hindi registered, fake ang serial number. But the mere fact na nagkaroon ng access ang bata sa baril, ang culpability diyan ay nasa kung sinuman ang may-ari ng baril,” he added.</p><p>Remulla said investigators were still determining whether criminal charges could also be filed against the parents or guardians of the suspects.</p><p>He added that the Department of Social Welfare and Development (DSWD) would help determine how the juvenile suspects are handled under existing laws.</p><p>“Dalawang araw pinagplanuhan, so it looks like murder but again 15 years old so ikokonsulta namin sa DSWD kung within his time frame kung puwede na siya i-try as an adult,” he said.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/6/24/police-file-criminal-raps-vs-15-year-old-tacloban-school-shooter-0927">Police file criminal raps vs 15-year-old Tacloban school shooter </a></div><div><br/></div><div><strong>POLICE LIMITATIONS IN SCHOOL SECURITY</strong></div><div><br/></div><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe src="https://www.facebook.com/plugins/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F1006004045351336%2F&amp;show_text=false&amp;width=560&amp;t=0" width="560" height="314" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe> </span>The DILG chief also acknowledged limitations in school security measures, saying police officers assigned to schools are only authorized to secure areas outside campuses.</div><p>“May mga pulis kaming naka-assign sa lahat ng mga eskwelahan pero bawal kasi sa amin ang kapkapan ang bawat estudyante… Hindi naman namin puwede buksan ang bag, wala naman metal detector kaya there is no way na malalaman namin na pagpasok nila kung ano ang mangyayari,” he said. </p><p>Remulla noted the need to review existing policies on bullying prevention and school security following the incident.</p><p>He also reiterated his support for reviewing the Juvenile Justice and Welfare Act, saying minors have allegedly been exploited by criminal groups because of legal protections afforded to children in conflict with the law.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/6/24/what-to-do-in-case-of-mass-shooting-pnp-releases-safety-guide-1407">What to do in case of mass shooting</a></div><p>Meanwhile, Philippine National Police (PNP) chief PGen. Jose Melencio Nartatez Jr. confirmed that the case had been referred to prosecutors for further evaluation.</p><p>He said investigators are examining witness accounts, social media activity, and mobile phones that may provide insight into the suspects’ motives and possible planning before the attack.</p><p>According to Nartatez, one firearm was linked to a police officer who is now facing administrative proceedings over the alleged failure to properly secure the weapon.</p><p>Another firearm, a revolver, was traced to a security agency in Cebu and was reportedly last recorded in Bohol, prompting a separate investigation into how it ended up in Tacloban.</p><p>“It was traced through serial number, it was traced to a security agency in Cebu. And according to a report and when they were asked the actual presence or actual kung nasaan ‘yung baril, it was traced in another province but not in Tacloban, in Bohol and so it is now being investigated at malaman natin bakit,” Nartatez said. </p><p>Authorities are also looking into whether other individuals or students could have been involved in planning or encouraging the attack.</p><div><a href="https://www.abs-cbn.com/news/regions/2026/6/23/tacloban-school-shooting-planned-shooter-got-gun-from-policewoman-aunt-pnp-0858">Tacloban school shooting &#x27;planned&#x27;, shooter got gun from policewoman-aunt: PNP </a></div><div><br/></div><div><strong>DSWD </strong></div><div><br/></div><p>Meanwhile, the Department of Social Welfare and Development said it would strengthen its parenting sessions at the community level after the Tacloban shooting. </p><p>DSWD Spokesperson Assistant Secretary Irene Dumlao said they are eyeing to reinforce parenting effectiveness sessions with stakeholders and local government unit partners and improve modules for family development sessions for the Pantawid Pamilyang Pilipino Program (4Ps). </p><p>“Kinakailangan talaga na mas mapatibay natin ‘yung family relationships, mas mapalakas, mas mapatibay pa ‘yung maayos na pagpapalaki sa ating pong anak at pag-guide sa kanila, and of course ‘yung pagpapalakas ng entire community to support ‘yung mga bata,” she said in an interview with state-run media PTV. </p><p>Dumlao said social workers have been deployed in Tacloban to provide psychological interventions to victims and their families.    </p><p>The official also assured that the agency will assist in the establishment of more Bahay Pagasa in the country, adding that its attached and supervised agencies Juvenile Justice and Welfare Council and the Council for the Welfare of Children have been offering technical assistance to local governments. </p><p>— With a report from Harlene Delgado, ABS-CBN News </p><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/zQGyp6Swp10?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/hHjwjpr-tE4?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div><div><br style="caret-color:rgb(0, 0, 0);color:rgb(0, 0, 0)"/></div>
