MANILA — President Ferdinand Marcos Jr. has directed the Department of Information and Communications Technology (DICT) to “be vigilant and prepare” for the expected Distributed Denial of Service (DDoS) attacks against public cyber infrastructure on November 5, Malacañang said on Tuesday, a day before the expected intentional crashing of several websites in the country.The directive comes after the DICT earlier warned of possible hacking attempts on November 5, a global protest day for hackers. <div><a href="https://www.abs-cbn.com/news/technology/2025/11/3/dict-warns-of-possible-ddos-cyberattack-on-nov-5-1050" rel="noopener noreferrer" target="_blank">DICT warns of possible DDoS cyberattack on Nov. 5</a></div>“The President directed DICT and all cyber teams in government to be vigilant and prepare for the November 5 possible DDoS (Distributed Denial of Service) attacks,” Communications Undersecretary Claire Castro said, quoting a statement from DICT Sec. Henry Aguda.“DICT has activated Oplan Cyber Dome to ensure that all digital services of the government as well as privately operated critical information infrastructure such as banks, telcos, hospitals, etc. are also protected and ready to respond to any DDoS attacks,” she said.“The public is assured that the government and the private sectors are working hand-in-hand to ensure all digital services are available and secure.” The Palace refused to divulge if the government has already identified several groups linked to the November 5 DDoS attacks against public plot.“Siguro manatili muna ito na hindi muna ipaalam para hindi naman magkaroon ng—iyong kanilang magiging trabaho ay makita na agad ng mga nagnanais na gumambala at sumira ‘no sa maaaring gawin sa ating gobyerno,” Castro said.The Philippine National Police (PNP) earlier assured the public that it is fully prepared to respond to any possible cyberattacks.
