<p>MANILA — Local offices of the Department of Information and Communications Technology (DICT) are offering free access to computers and the internet for Filipinos who need to reach their loved ones in the Middle East.</p><p>The free services are available in the following provincial offices. </p><p style="text-align:left"><strong>Region 1 </strong><br/>DTC Ilocos Sur - DICT Ilocos Sur Provincial office, Florentino St., Brgy.
