It maintained its strength of 120 kph and gusts up to 150 kph.</p><p>Moving westward at 25 kph, Tino may make landfall at or near peak intensity of 150 to 165 kph winds in the vicinity of southern Eastern Samar, Leyte, Southern Leyte, or Dinagat Islands late Monday or early Tuesday.</p><p>Further intensification up to super typhoon was possible. </p><div><br/></div><div><strong>WIND SIGNALS </strong></div><p>PAGASA raised signal no. 4 over Dinagat Islands, Siargao, and Bucas Grande Islands in Surigao del Norte on Monday afternoon </p><p>The state weather bureau hoisted signal no. 3 over southern Eastern Samar, southern Samar, central and southern Leyte, Southern Leyte, central Cebu and Camotes Islands, eastern Bohol, and the rest of Surigao del Norte. </p><p>Signal 2 was up over the following areas.</p><ul><li id="isPasted">Southern Masbate </li><li>Central portion of Eastern Samar</li><li>Central portion of Samar ( Rest of Leyte, Biliran</li><li>Rest of Bohol Rest of Cebu including Bantayan Islands</li><li>Northern and central portions of Negros Oriental </li><li>Negros Occidental</li><li>Siquijor</li><li>Guimaras</li><li>Capiz</li><li>Iloilo Southern portion of Aklan</li><li><br/></li></ul><p>Meanwhile, the following areas were under signal 1. </p><ul><li id="isPasted">Albay</li><li>Sorsogon</li><li>Rest of Masbate including Ticao and Burias Islands Southern portion of Quezon</li><li>Romblon Central and southern portions of Oriental Mindoro </li><li>Central and southern portions of Occidental Mindoro</li><li>Northern portion of Palawan including Calamian Islands, Cuyo Islands, and Cagayancillo Islands</li></ul><div><br/></div><p>The typhoon will cross Visayas on Tuesday and northern Palawan early Wednesday.</p><div><br/></div><div><strong>RAINS, STORM SURGE</strong></div><p>The typhoon’s rainbands and the shear line will bring significant rainfall across the country through Thursday noon.</p><p>Up to torrential rains are expected over Samar, Leyte, Cebu, Negros, Guimaras, and Panay through Wednesday noon.</p><div><iframe width="734" height="413" src="https://www.youtube.com/embed/wqwl-PA8ZKw" title="Malakas na pag-ulang dala ni #TinoPh nagdulot ng pagbaha sa Agusan del Norte" frameBorder="0" allowfullscreen=""></iframe></div><p>Widespread and serious <a href="https://www.abs-cbn.com/news/regions/2025/11/3/tino-spawns-landslide-flooding-panic-buying-1417">flooding and landslides</a> are possible.</p><p>Tino may also generate more than three meters of storm surge that may inundate the southern coasts of Eastern Samar and Samar, eastern coast of Leyte, Dinagat Islands, and Siargao and Bucas Grande Islands.</p><p>The typhoon will be out of the Philippine area of responsibility on Thursday morning.</p><p>The public is advised to continuously monitor updates on Tino and take necessary measures to protect life and property.</p><div><iframe width="734" height="413" src="https://www.youtube.com/embed/3KcNIR0_9zY" title="Residents in #TinoPH’s path brace for typhoon" frameBorder="0" allowfullscreen=""></iframe></div><div><br/></div><p>Meanwhile, light to moderate rains hit parts of Manila on Monday afternoon due to localized thunderstorms, but authorities said no significant flooding or immediate threat from Tino had been observed so far.</p><p>Manila City Disaster Risk Reduction and Management Office (DRRMO) Resident Meteorologist Emerson Gilmore Austria said flooding in some areas, particularly along Taft Avenue, remained manageable.</p><p>He said the ankle-deep flooding had started to subside as rainfall weakened.</p><p>“As of now po iyong mga pagbaha na na-monitor po namin, ito ay hindi pa naman po nakakabahala dahil ito ay ankle deep lamang po sa mga oras po na ito. Unti-unti naman na pong nagsa-subside habang humihina po ang ulan,” he said.</p><p>Despite the relatively calm weather, Austria said the Manila DRRMO continued to monitor Tino, acknowledging the possibility of a change in its track that could bring its trough or extension closer to the city.</p><p>“Kami po, City of Manila, ang CDRRM office po ay nakahanda na po, naka-prepare na po ang aming mga kagamitan kung sakaling kami naman po ay reresponde sa mga pagbaha,” Austria added.</p>
