EDSA Busway enforcers: What is the SAICT and what does it do?

MANILA — The Special Action and Intelligence Committee for Transportation enforces traffic rules along EDSA Busway and goes after erring motorists, including known personalities and even government officials.

Formerly known as Inter-agency Council for Traffic (I-ACT), SAICT apprehends "colorum" or unauthorized public utility vehicles, violators of access restrictions on the busway and of bike lanes, and checks the roadworthiness of jeeps and buses.

SAICT is under the Department of Transportation (DOTr) but it also has a partnership with the Metropolitan Manila Development Authority (MMDA) on enforcing target regulations, providing essential equipment and service vehicles.

The unit often encounters challenges along  the EDSA bus lane, where  motorists sometimes try to intimidate enforcers or run away from accountability.

Erring motorists usually face show cause orders and proper charges.

Here are some of the viral apprehensions SAICT encountered recently.

1. Former Sen. Manny Pacquiao's staff apprehended for illegal bus lane use

A black Toyota van leading two vehicles that are linked to former Senator Manny Pacquiao used the bus lane in February 2025, while using unauthorized blinkers and sirens. The vehicles also fled the scene and refused to accept citations, but eventually came back for ticketing.

Pacquiao afterwards issued a statement, saying the convoy was apprehended for using the restricted bus lane.

2. PNP convoy flagged down for using EDSA Busway

A convoy of the Philippine National Police used the bus lane in February 2025 due to an "urgent need for a senior officer" to reach Camp Crame. The officers had a confrontation with an enforcer, with the former trying to explain their reason.

PNP confirmed the incident and said in a statement that it acknowledges the criticisms it received from a wide backlash on social media.

3. Sen. Raffy Tulfo's son caught using EDSA Busway

Sen. Raffy Tulfo admitted in January 2025 that a vehicle carrying his son, Quezon City 2nd District Rep. Ralph Tulfo, was caught by SAICT. He said he reprimanded the erring official.

4. Rider evaded apprehension, allegedly mocked SAICT enforcers

In late May 2025, a motorcycle rider was caught in the EDSA Busway by the SAICT operatives. Instead of following regulations and accepting tickets, the rider fled and allegedly mocked the enforcers.

The Land Transportation Office (LTO) issued a show-cause order against the viral erring motorist and suspended his license.

5. Controversial SUV with '7' protocol plate

An SUV with "7" protocol plate was caught on video using the EDSA Busway and went viral in November 2024. Numerous lawmakers, including Sen. Bato Dela Rosa and Sherwin Gatchalian, spoke to clear their names and denied having such a vehicle.

Days after, LTO said it has solved the controversy after identifying the driver named Angelito Edpan whose vehicle was registered to Orient Pacific Corp. His license was confiscated and he also received a violation ticket.

6. Apollo Quiboloy's convoy caught in EDSA bus lane

The convoy entered along Annapolis and ignored the emergency barrier. It stayed there until it reached Roxas Boulevard.

A show-cause order was issued against the driver.

SAICT personnel also face growing risks as they continue their duty along EDSA Busway, including the attempted hit-and-run by a motorcycle rider trying to flee apprehension.

On Saturday, a SAICT enforcer was shot dead in his home in Cavite on Saturday.

The Department of Transportation said it will ensure that the still unidentified assailant will be hold accountable.

The unit also said its personnel will continue to perform their duty despite the death of their colleague.
