All NLEX toll plazas, ramps open; SCTEX and NLEX Connector passable

MANILA — The North Luzon Expressway (NLEX) operator said Tuesday afternoon all its toll plazas and entry or exit ramps are now open as flood that overflowed from creeks in Valenzuela and Meycauayan has subsided. 

It added that aside from NLEX, SCTEX and NLEX Connector are also now passable to vehicles.

In a statement, the corporation explained that flooding in certain portions of NLEX persisted earlier despite its pumping efforts.

"On July 21, 2025, the continuous rains brought by Tropical Depression Crising and the Southwest Monsoon (Habagat) caused the surrounding rivers and creeks in Valenzuela and Meycauyan to overflow. It resulted in flooding at certain portions of NLEX, despite the continuous operations of pumping stations," it said.

The flood has led to temporary closure of Balintawak Cloverleaf and the Valenzuela northbound and southbound portions, including several expressway entry and exit points. 

The operator conducted cold patching as part of road repairs in areas where damaged pavement was reported.

NLEX said they immediately sent patrol and emergency teams to monitor the situation, open U-turn slots, and redirect vehicles to safer routes. 

It added that on the same night, both directions at the Balintawak Cloverleaf were already passable to all types of vehicles.

On Tuesday, NLEX announced that the flood from creeks in Valenzuela and Meycauayan that overflowed had already subsided.

"By July 22, 1:30 a.m., floodwaters had subsided in Valenzuela and Meycauyan, and all toll plazas and entry/exit ramps of NLEX, SCTEX, and NLEX Connector have been opened. We thank the public for their patience and cooperation as we work to ensure everyone’s safety," it said.

NLEX assures motorists that it is working closely with the government to provide "long-term solutions" to flooding problems.

Aside from flood and damaged pavements, garbage hanging on wire fences — carried on by flood — were also spotted by netizens.
