MANILA — Tropical Cyclone Wind Signal No. 1 is hoisted over parts of Northern Luzon as “Emong” intensifies into a tropical storm Wednesday afternoon, the state weather bureau said.

In its 5 p.m. weather bulletin, PAGASA said Emong, now a tropical storm, was last located 150 kilometers west of Laoag City, Ilocos Norte, packing maximum sustained winds of 65 kilometers per hour near the center, with gusts of up to 80 kph.

Signal No. 1, where from 39 to 61 kph may be expected within the next 36 hours, is raised over the following areas:

Ilocos Norte

Ilocos Sur

La Union

Northern and western portions of Pangasinan (Dasol, Burgos, Agno, Bani, Bolinao, City of Alaminos, Mabini, Anda, Labrador, Sual, Binmaley, Dagupan City, Lingayen, Bugallon, Infanta, Sison, Mangaldan, San Fabian, San Jacinto, Pozorrubio)

Dante, meanwhile, was last spotted 835 kilometers east northeast of extreme Northern Luzon, packing maximum sustained winds of 65 kph near the center, with gusts of up to 80 kph.

The rain bands of Emong will directly impact parts of Northern Luzon while the southwest monsoon enhanced by both Emong and Dante will affect the rest of Luzon including Metro Manila as well as Western Visayas.

Up to torrential rains may be expected over Occidental Mindoro, Bataan, Zambales, Pangasinan, and La Union through Friday afternoon.

Serious threats of widespread flooding and landslides remain likely in many areas.

PAGASA said Emong is forecast to move generally southwestward tonight before looping over the West Philippine Sea from Thursday morning to afternoon due to its interaction with Dante.

Emong will move in a looping track due to its interaction with Tropical Storm Dante and intensify up to severe tropical storm strength before making landfall over Ilocos region by Friday. This may warrant the raising of wind warnings up to Signal No. 3.

The interaction with the Northern Luzon landmass will weaken the storm, which will then head northeastward until it exits the PAR late Saturday or early Sunday.

Dante, on the other hand, may slightly intensify over the next 12 hours. It may exit the Philippine area of responsibility by Thursday afternoon or night.

The continuous heavy rains brought by the southwest monsoon, enhanced by the twin storms, have prompted the government to suspend classes and government work across several regions for the past three days.
