MANILA — Emong weakened into a tropical storm on Friday afternoon, but would continue to enhance rains from the habagat or southwest monsoon, PAGASA said.

At 1 p.m., Emong was spotted over the coastal waters of Calayan, Cagayan. It was packing maximum winds of 85 kilometers per hour with up to 115 kph gusts, the state weather bureau said. 

Emong will continue to weaken before it leaves the Philippine area of responsibility on Saturday morning. 


Emong’s rain bands and the enhanced southwest monsoon will bring significant rainfall over Luzon through Saturday.

Up to torrential rains are likely in Occidental Mindoro, Ilocos Region, Benguet, and Abra on Friday.

Serious threats of widespread and severe flooding and landslides remain over the northern and western portions of Luzon. 

PAGASA kept signal 2 raised over northern Ilocos Norte, northern Apayao, Batanes, Babuyan Islands, and northwestern Cagayan, which could be whipped by 89 to 117 kph winds. 




The following areas that could be lashed by 39 to 61 kph winds were under signal no. 1.

  • Abra
  • Rest of Apayao
  • Kalinga
  • Mountain Province
    Rest of mainland Cagayan
  • Northern portion of Isabela (Quirino, Mallig, Quezon, Delfin Albano, Tumauini, Maconacon, San Pablo, Santa Maria, Cabagan, Santo Tomas, Roxas, San Manuel)
