<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/17534381998411753438210496.jpeg" style="width:960px" class="fr-fic fr-dib" alt="RAMMB/US NOAA/Himawari-9"/><span class="fr-inner" style="text-align:left"><em>RAMMB/US NOAA/Himawari-9</em></span></span></span></div><p>MANILA — Tropical cyclone wind signals remain hoisted over parts of northern Luzon on Friday afternoon as tropical storm Emong nears Batanes, the state weather bureau said.</p><p>As of 4 p.m., Emong was over the coastal waters of Sabtang, Batanes. </p><p>It packs winds of 85 kilometers per hour near the center, with gusts up to 115 kph. </p><p>It is moving north northeastward at 40 kph, PAGASA said in its 5 p.m. weather bulletin.</p><p><strong>Signal No. 2</strong> is still raised over <strong>Batanes</strong> and <strong>Babuyan Islands</strong>, while <strong>Signal No. 1</strong> is raised over<strong> Ilocos Norte</strong>, <strong>Apayao</strong> and <strong>mainland Cagayan</strong>.</p><p>PAGASA said Emong may exit the Philippine area of responsibility Saturday morning.</p><p>The rain bands of Emong will still affect Extreme Northern Luzon tonight while the enhanced southwest monsoon will continue to bring significant rainfall over Luzon through Sunday afternoon.</p><p>Serious threats of widespread and severe flooding and landslides remain.</p><p>Emong weakened into a tropical storm Friday afternoon, and is expected to continue to weaken as it nears PAR exit.</p><div><a href="https://www.abs-cbn.com/news/weather-traffic/2025/7/25/emong-weakens-ahead-of-par-exit-will-continue-stirring-habagat-rains-1201">Emong weakens ahead of PAR exit, will continue stirring habagat rains</a></div><p>Monsoon rains driven by a string of tropical cyclones have left at least 25 people dead since last week, the National Disaster Risk Reduction and Management Council said Friday. </p><p>Out of the total, 9 deaths were reported in Metro Manila. Calabarzon, Western Visayas, Negros Island, Northern Mindanao logged three fatalities each, while Central Luzon, Mimaropa, Davao Region, and Caraga recorded one each. </p><p>Rains from the habagat and tropical cyclones Crising, Dante, and Emong injured 8 people and left 8 others missing.
