MANILA — Typhoon Francisco continues to weaken while it moves slowly over the Philippine Sea.At 10 p.m., it was located 325 km east northeast of Itbayat, Batanes. It packs winds of 120 kilometers per hour with gusts of up to 150 kph. It is moving northward slowly.Signal No. 1 remains hoisted over Batanes.Francisco will continuously weaken into a severe tropical storm while moving northeastward and exit the Philippine area of responsibility on Thursday afternoon or evening.The remaining wind signal may be lifted by Thursday morning.The typhoon’s rain bands and the southwest monsoon will continue to affect Luzon and parts of Visayas.Moderate to heavy rains may persist in Batanes, Palawan, and Antique through Thursday and in Zambales, Bataan, Cavite, Batangas, and Occidental Mindoro though Saturday.Meanwhile, PAGASA is also monitoring another weather disturbance outside the Philippine area of responsibility.At 10 p.m. Wednesday, tropical storm Higos was located 1,855 km east of Central Luzon (outside PAR).It packs winds of 65 kph with gustiness up to 80 kph. It is moving west northwestward at 20 kph.Higos may enter the PAR Thursday evening or Friday morning and will be assigned the local name #GardoPH.It may weaken into a tropical depression before its PAR exit Friday late morning or afternoon.It is not expected to affect the country’s weather.
