LONDON – Naging mainit na usapin ang pederalismo sa mga Pilipino sa Europe, lalo na sa maraming overseas Filipino worker (OFW) na bumoto kay Pangulong Rodrigo Duterte at umaasa sa pangakong pagbabago. Sa huling official trip ni Foreign Affairs Secretary Allan Peter Cayetano at piling mga opisyal ng gobyerno sa Milan, Italy, kasama sa agenda sa pagharap nila sa Filipino groups ay ang pagtutulak ng pederalismo sa Pilipinas. Ang pagbabago ng sistema ng gobyerno mula sa unitary government patungong pederalismo ay isa sa mga prioridad ng administrasyong Duterte. Ang vision ni House Speaker Pantaleon Alavarez ay isang federal system na may 14 states: 7 sa Luzon, 2 sa Visayas at 5 sa Mindanao. Nitong Pebrero, sinabing isasama na rin ang indigenous states sa Cordillera at Mindanao. Pero ang malaking agam-agam ng maraming Pinoy sa Europe ay ang maaring paghaba ng termino ng pangulo at elected officials. Isa ito sa dahilan kung bakit kontra ang ilang grupo ng Pinoy sa Europa sa federalism. “We are a young democracy. We have the institutions--they are slowly working. It’s not perfect. It still needs a lot of work,” sabi ni Myra de Villa ng Global Alliance for Humane and Democratic Society – UK o GAHDS UK/ Dampi Coalition. Dagdag pa ni De Villa: “The government that Duterte is putting forward is paving way to a dictatorship, for an authoritarian regime.” Magsisimula na rin ang grupo ni De Villa ng kampanya para mas maunawaan ng mga Pinoy sa UK ang usapin ng federalism. “I have a very good reason for not supporting it. It needs to be studied properly. There needs to be a referendum. Basically, you need to look if it will work for the Philippines. In a country like ours, it’s already very divided,” sabi ni De Villa. Sa tingin niya ay babagay ang federalism sa Pilipinas kung maipatutupad ng maayos. “In those sort of national situations where you are giving ownership to these different people of the management of their society, it works well,” sabi ni Hyde-Chambers. “But it has to be one designed by Philippines for Philippines.” At para sa konsultasyon sa taumbayan, dapat daw matapos sa loob ng isang taon. “If they take longer than a year, it&#x27;s counterproductive and it should be facilitated by an entity—whether it’s civil society, whether it’s the Congress, the church, that the people trust (that) it’s neutral. The sole objective is to arrive at conclusions that are based on the actual experience of people, but internally and outside,” sabi pa niya.Mahaba pa ang tatakbuhin ng usapan tungkol sa pederalismo sa Pilipinas. Pero para sa mga eksperto sa Europa, importanteng pulsuhan ang taumbayan at marinig ang kanilang saloobin. Ang federalism daw ay di maaring i-import at ang mainam na sistema ng gobyerno at batas ay &#x27;yung angkop sa katangian at kultura ng bansa. Ilang bansa sa Europa tulad ng Austria, Belgium at Germany ang nasa ilalalim ng federal government. Sabi ng iskolar na si Professor Rizal Buendia, dating teaching fellow ng Southeast Asian Politics and Governance sa SOAS (School of Oriental and African Studies), may puwedeng matutunan sa mga bansang ito. “So what can be learned? In as much as we only have 3 countries in Europe that are really federal, maybe what we can look at or examine in the current events is the movement for empowerment, movement of autonomy that is being engineered because of unitary systems in Europe. In the UK, you have the Scotland experience. In Spain, you have the Catalan. Recently, you have the Corsica in France. So these are movements against a unitary system,” ani Buendia. Maganda raw ang adhikain ng federalism. “I believe the issue of this regional governments and transforming them into state governments would be able to unite the country in such a way that you develop national unity from below rather than imposing national unity from the center. In that case, given the diversity of the country, there is a need to strengthen regional governments and transforming into state governments and strengthening from below going up,” sabi ni Buendia. Mas mainam daw na maibalik at magamit ang yaman ng isang bayan o siyudad sa mga residente nito dahil sa provision at allocation ng budget na hindi nakadepende sa central government o kung ano ang dikta ng central government. Mas mabuti rin umano ito para sa local accountability. “I think through federal system you strengthen local democracy.
