Raps filed vs alleged killers of Bulacan Association of Barangay Captains head

MANILA — Criminal complaints have been filed against suspects in the killing of the president of the Association of Barangay Captains (ABC) of Bulacan and his driver in Malolos City, the Central Luzon regional police office said Tuesday.

Police Regional Office 3 said in a statement that the primary suspects in the gunning down of ABC Bulacan president Ramil Capistrano and his driver Shedrick Suarez Toribio, 23, were already charged before the City Prosecutor's Office of Malolos City in Bulacan.

It also said that the double murder case "has now been formally resolved."

On October 3, Capistrano and Suarez were traversing the Barangay Ligas service road on board their SUV when a gunman approached and shot them dead.

Their two female passengers survived the ambush after hiding under the vehicle. 

A special task group led by the provincial director of the Bulacan Police Provincial Office, PCol. Satur Ediong, identified the suspects: Ulysses Hernani Castro Pascual and Cesar Mayoralgo Gallardo Jr., both residents of Navotas City. 

Their accomplices, known as Alias Jeff and Alias Lupin, remain at large.

"While we continue our efforts to apprehend the remaining suspects, we seek the public's cooperation in providing any information that may aid in their capture," Ediong said in the statement. 

"We encourage anyone with relevant details to come forward to help us close this case completely," he said.

Bulacan Gov. Daniel Fernando has ordered 24-hour checkpoints to prevent similar incidents, according to the police statement.

Fernando also directed the Bulacan police "to carry out a thorough investigation to ensure the resolution of the case and announce a reward for any information leading to the capture of the suspects."
