Cebu governor welcomes probe on flood control projects

MANILA — Cebu Governor Pam Baricuatro said she would support any national government audit of the flood control projects in the province.

President Bongbong Marcos Jr. recently revealed that Cebu had the second most flood control projects at 414.

“We welcome any investigation. I think there is a congressional inquiry. If they will conduct an inquiry here, investigation in Cebu, in the spirit of transparency, I will support it 100 percent,” Baricuatro  said.

She added that none of the flood control projects implemented by the Department of Public Works and Highways were initiated by the province.

“[These were] national programs and congressional insertion,” the governor said. 

Baricuatro said she had received reports on projects that needed to be verified. 

“We’ll look into it. We will follow the rule of law,” she said. 

Data from the Department of Public Works and Highways revealed more than a thousand flood control projects from July 2022 and May 2025 were implemented in Central Visayas, including Negros Oriental and Siquijor with a value of close to P80 billion. 

One of the contractors with the most projects, QM builders, is based in Cebu.

The firm has yet to issue a statement on the matter.


CEBU HIGHLIGHTS TRANSPARENCY


To support transparency, Cebu province has started livestreaming bidding processes. 

This includes opening sealed biddings and verifying if they are qualified. 

Provincial Administrator Ace Durano said that all other requirements for bidders and possible contractors are also publicly posted, including in the Philippine Government Electronic Procurement System.

“I-post who bid, if they qualified or not and how much is the amount for their bid. We can all see that in the livestream,” added Durano.
