It is heading west northwestward at 10 kph.</p><div> </div><p>PAGASA said Leon mostly affects the areas in the northern and eastern parts of Luzon, while its through can also bring rains over some parts of Visayas.</p><div> </div><p>PAGASA’s Bicol River Basin Flood Forecasting and Warning Center, meanwhile, said water levels in major rivers and lakes in the region are expected to recede gradually.</p><div> </div><p>Leon is forecast to be closest to Batanes from late evening today to tomorrow morning, October 31, with a chance of landfall not being ruled out.</p><div> </div><p>It is expected to make landfall along the eastern cost of Taiwan tomorrow, and leave the Philippine Area of Responsibility (PAR) the same day or on Friday early morning.<strong></strong></p><div><br/></div><div><br/></div>
