MANILA — Police Brig. Gen. Nicolas Torre III, previously director of the Quezon City Police District, has been designated chief of Police Regional Office 11, which has seen a leadership shakeup since operations last week to serve arrest warrants on Kingdom of Jesus Christ leader Apollo Quiboloy.

Speaking on Teleradyo Serbisyo on Monday, Torre said the regional police will treat Quiboloy, who is facing abuse and trafficking cases in Davao City and in Pasig City, the same as others who have outstanding warrants.

“The pastor is just one of the many with warrants of arrest dito sa Davao region,” Torre said, adding that his job as regional police chief includes manhunt operations for “all wanted persons.”

Torre added: "I’ll do my job fairly, I’ll do it with justice for all."

Philippine National Police units entered Quiboloy's properties in Davao City on June 10 in an attempt to serve a warrant of arrest on him.

The operation, which involved more than 100 police personnel, caused tension with Quiboloy's KOJC followers and has been criticized by former President Rodrigo Duterte as "overkill."

The PRO 11 chief and 12 other police personnel have since been relieved.

SENATE HEARING ON PNP OPERATION

Sen. Robinhood Padilla of the Duterte-led PDP party has called for hearings into potential human rights abuses in the operation, which the PNP said followed protocols.

"Recognizing the high-profile nature of the subject, the PNP ensured the presence of an appropriate number of officers during the operation to maintain order and prevent any unforeseen incidents,” it said on June 11.

“We are pleased to report that the execution of the warrant was conducted without any harm to anyone.”

Quiboloy remains at large.

Torre declined comment on previous police operations in the region — including anti-drug operations Davao City in March where supposed drug personalities were killed and that are now under review — saying there are many differing opinions on the "war on drugs" and on how the Philippine National Police does its job.

He added that he will pay courtesy calls on local chief executives in the Davao Region, including Davao City Mayor Baste Duterte, and will try to “harmonize” differences between sectors and groups in Police Regional Office 11’s area of operations.

Torre resigned as chief of the Quezon City Police District in August 2023 after holding a press conference with a former police officer accused of pulling out a gun during an altercation with a cyclist was criticized for perceived special treatment.
