MANILA — Police Brig. Gen. Nicolas Torre III, previously director of the Quezon City Police District, has been designated chief of Police Regional Office 11, which has seen a leadership shakeup since operations last week to serve arrest warrants on Kingdom of Jesus Christ leader Apollo Quiboloy.
