MANILA — Schools is more than a hundred barangays in Pampanga, particularly in the municipalities of Masantol and Macabebe, suspended classes Monday — the first day of the  2024-2025 school year — due to severe flooding and an oil spill in the Central Luzon region.

In an interview on Teleradyo Serbisyo, Pampanga Vice Governor Lilia Pineda said the low-lying areas of Macabebe and Masantol are submerged in floodwaters.

"Lubog pa rin yung as usual yung Macabebe, Masantol, yung mabababang lugar… Ngayon pa lang pataas ang tubig na nanggagaling sa taas… dahil below sea level na sila, mahirap humupa yung tubig,” Pineda said.

(As usual, Macabebe and Masantol, the low-lying areas are flooded. Water is coming from upstream and because they are below sea level, it takes a while to subside)

Rain and runoff from the mountains have caused the Pampanga River, which channels water from Nueva Ecija highlands, to swell.

“Kami kasi ang pinto palabas, doon pa lang tumataas yung tubig,” she said.

(The water flows to the sea through our province, so this is also where water is rising)

She said more than 150 barangays have been affected by the floods, with high tide worsening the situation.

The situation has left 127,000 families, around 400,000 individuals, affected by flooding.

OIL SPILL ADDS TO PROVINCE'S WOES

Adding to the challenge is an oil spill off Bulacan that may impact the coastal areas of Pampanga.

Pineda said Cabinet officials are holding a meeting with the National Economic and Development Authority regional office in San Fernando, Pampanga to assess the situation and determine how to assist fisherfolk who are prohibited from fishing in areas affected by the oil spill.

The dual crises of flooding and the oil spill have disrupted the reopening of schools.

“Hangga’t may tubig, hindi natin sila puwedeng papasukin dahil ‘yung mga bata baka hindi talaga sila makaano sa eskwelahan nila kasi malaki yung tubig,” Pineda said.

(While there is flooding, we cannot let the students go to school because of the risk)
