Marcos inaugurates major flood control mitigation project in Pampanga

MANILA — President Ferdinand Marcos, Jr. on Wednesday led the inauguration of a major flood control mitigation project in Pampanga, which is seen to improve the flood resilience of the towns of Macabebe, Masantol, Minalin, and Sto. Tomas.

Phase 1 of the P7.57-billion Integrated Disaster Risk Reduction and Climate Change Adaptation Project (IDRR-CCA) was funded through the official development assistance (ODA) from South Korea.

The project aims to improve the river network and flood control infrastructure of the province through excavation, dredging and widening of river channels, as well as the construction of embankments to enhance flood control.

The project also involves the construction of three new bridges, five footbridges, eight sluice gate structures, and 164 fishpond gates.

In his speech, Marcos noted that massive amounts of volcanic ash from the eruption of Mt. Pinatubo in June 1991 led to heavy siltation along waterways, decreasing their discharge capacities and causing heavy flooding during the rainy season, especially in the low-lying municipalities.

“The province also suffered perennial loss of lives and damage to properties due to heavy flooding. So, it had to be addressed through the construction of these flood control structures,” Marcos said.

The President instructed the DPWH to ensure that the second stage of the project would proceed as scheduled “to fully realize the project’s benefits and provide long-term solutions to flooding in Pampanga.”

“I have the assurance, as we were looking at the floodgates and the technical explanation of what this is, the Ambassador assures me that the planning and the technical examination for Stage 2 has already begun. Maraming, maraming salamat po,” he said.

Major areas in Metro Manila recently suffered severe flooding due to heavy rains triggered by typhoon Carina, which enhanced the southwest monsoon or habagat.

The Senate is investigating government agencies involved in flood control.
