MANILA - It’s a non-issue whether or not the funds used for the construction of the facilities at the New Clark City in Tarlac for the 30th Southeast Asian Games were borrowed, according to House Speaker Alan Peter Cayetano.“Whether binayaran natin or inutang walang issue &#x27;yan,” he told reporters.“It’s world class, nagawa ng 18 months by very good architects.
