Unang una ay, kako, we will revive the constitution. We will restore the 1938 Constitution which were very democratic form of constitution,&quot; paliwanag ni Tolentino sa panayam sa kaniya ng ABS-CBN News noong 2000.</p><p>Noong Pebrero 15, 1986, <a href="https://www.officialgazette.gov.ph/1986/02/15/resolution-proclaiming-ferdinand-e-marcos-and-arturo-m-tolentino-as-the-duly-elected-president-and-vice-president-of-the-philippines-respectively/" target="_blank">ipinroklama</a> ng National Assembly bilang halal na pangulo at pangalawang pangulo ang tandem nina Marcos at Tolentino sa gitna ng lantarang pandaraya umano ng diktador mula halalan hanggang bilangan.</p><p>Nang mapatalsik sa Malacañang ang pamilya Marcos sa pamamagitan ng EDSA People Power noong Pebrero 25, 1986, umupo bilang pangulo si Corazon Aquino, ang balo ng pinatay na senador na si Ninoy Aquino, at katunggali ni Marcos sa snap election. </p><p>Pero para kay Tolentino, siya dapat ang pumalit kay Marcos.</p><p>Ilang buwan matapos manumpa ni Aquino, inokupa ng mga loyalista ni Marcos ang Manila Hotel kung saan nanumpa si Tolentino bilang &#x27;acting president&#x27; noong Hulyo 6.</p><p>&quot;&#x27;Yung sa Manila Hotel ang nangyari nu&#x27;n, I was actually trying to put up the real government that I thought we should have. Cory Aquino</a></li></ul><p>Pero dinurog ng Korte Suprema ang anumang duda at sinabi nang hindi bababa sa 2 pagkakataon noong 1986 na <a href="https://factcheck.afp.com/philippine-supreme-court-1986-ruled-corazon-aquinos-government-was-legitimate" target="_blank">legal ang gobyerno ni Aquino</a>. </p><p>Sa desisyon noong Mayo 22, 1986, niresolba ng korte ang 3 petisyon na kumuwestiyon sa legalidad ng Aquino presidency, at sinabing, &quot;the people have made the judgment.&quot; </p><p>Isa pang petisyon na kumukuwestiyon sa validity ng gobyernong Aquino ang ibinasura rin noong Oktubre 24, 1986. </p><p>Muling tumakbo at nahalal bilang senador si Tolentino noong 1992.
