The Department of the Interior and Local Government said it will upload on its website a template for complaints against vote buying on Thursday, 4 days before the May 13 midterm polls. The Commission on Elections takes action against vote buying if there is a verified complaint, and not just verbal information, said Interior Spokesperson and Undersecretary Jonathan Malaya. &quot;Nakakalungkot po na naging kalakaran na ang vote buying sa ating bansa. Gustuhin man nating padaliin itong proseso [ng pagsusumbong], hindi po natin puwedeng gawin dahil criminal po ito at electoral,&quot; he told radio DZMM. (It is sad that vote buying has become a norm in the country. Even if we want to ease the process for complaints, we cannot do so because this concerns a criminal and electoral offense.) &quot;Kailangan po nating sumunod sa rules of procedure ng Comelec; kung hindi, masasayang lang ang ating effort,&quot; he added. (We need to follow the rules of procedure of Comelec; otherwise, our effort will just be wasted.) The complaint form should be notarized before it is submitted to the police, public prosecutors or the Comelec&#x27;s law department and field offices, he said.
