<p>Typhoon Rosita mauled Isabela province with heavy rains and strong winds after making landfall before dawn Tuesday. </p><p>Rosita made landfall at 4 a.m. in Dinapigue, one of Isabela&#x27;s 4 coastal towns, packing maximum sustained winds of 150 kilometers per hour and 210 kph gusts. </p><ul class="op-related-articles">	<li><a href="https://news.abs-cbn.com/news/10/30/18/rosita-makes-landfall-in-isabela">Rosita makes landfall in Isabela</a></li></ul><p>In the neighboring town of Santiago, the typhoon tore off the roofs of some houses and the ceiling of a mall, ABS-CBN&#x27;s Ron Gagalac reported. </p><figure class="op-interactive"><div id="IVS_ABS_Body_Video_1_Container"> <ivs-player id="IVS_ABS_Body_Video_1" data-ivs-spid="3001339" data-ivs-key="e8c22c015ca9eafa76f1e3edfa03c603" data-ivs-vid="1420414" data-ivs-floating="1"></ivs-player> <script src="https://player.ivideosmart.com/ivsplayer/v4/dist/js/iframe-parent.js"></script> <script src="https://player.ivideosmart.com/ivsplayer/v4/dist/js/loader.js"></script> </div></figure><div class="iwantbar">Watch more in <a href="//www.iwantv.com.ph/">iWantv</a> or <a href="//tfc.tv/">TFC.tv</a></div><p>Some trees and power lines also toppled due to Rosita&#x27;s onslaught, Governor Faustino Dy told radio DZMM. </p><p>&quot;Ang lakas-lakas po ng ulan at malakas po ang hangin,&quot; he said.</p><p>Nearly 11,600 residents were in 92 evacuation centers at 6 a.m., he said. </p><p>The typhoon, he said, is expected to cross through the towns of San Agustin, Jones, Echague and San Guillermo. </p><p>Moderate to heavy rains will be experienced over northern and central Luzon, state weather bureau PAGASA said.
