MANILA – Penalties may still be imposed on Cebu Pacific if its flight delays and cancellations continue, an aviation official said Wednesday.

This, after thousands of passengers were inconvenienced due to Cebu Pacific's average of about 14 flight cancellations per day from April 28 to May 10, the Civil Aeronautics Board (CAB) earlier said.

Following the incident, the CAB issued a "stern warning" to the airline as well as an order to submit a “corrective plan” aimed at preventing flight cancellations.

But the submission of the report does not mean the issue is resolved, CAB chairman Carmelo Arcilla told ABS-CBN News.

“Gusto ko rin linawin na 'yung Cebu Pacific issue hindi pa tapos. Cebu Pacific is not off the hook… kung makikita natin na walang epekto at patuloy pa rin ang deterioration ng OTP (on-time performance) ng Cebu Pacific ay maaring magpataw pa rin tayo ng penalty,” Arcilla said.

(I want to clarify that in the Cebu Pacific issue, Cebu Pacific is not off the hook… If there is no effect and if deterioration of the OTP continues, we may impose a penalty)

Foreign carriers have a higher on-time performance (OTP) score while local airlines with domestic flights have a lower percentage of lift-off and landing on time, according to reports from the Department of Transportation.

Cebu Pacific's on-time performance dipped to a low of 30 percent in March from 51.16 percent, the DOTr earlier said, citing investigation findings by the CAB.

Cebu Pacific "is verifying" the data from the DOTr and CAB, spokesperson Charo Logarta-Lagamon told ABS-CBN News. -- with a report from Jacque Manabat, ABS-CBN News
