George Calvelo, ABS-CBN News/File</figcaption></figure></div>MANILA (2nd UPDATE)—Isetann Recto may not open on Friday after it failed to comply with requirements, a Manila City Hall official said Thursday night.City Hall spokesperson Julius Leonen said the mall, one of the oldest shopping centers in the capital, has yet to pay for permits of their cinema and its snack bar.&quot;In addition, they still have yet to pay for their tax delinquencies worth around P4 million, which is now at P2 million because they are availing the local government’s tax amnesty program,&quot; he said.&quot;Once they have fully complied, their compliance will be presented to the Mayor, and once may green light na po, the BPLO will issue a lift order and they will be the ones to remove the padlocks at Isetann Mall,&quot; he added.Isetann Recto has also deleted its Facebook post about Friday&#x27;s re-opening.&quot;Isetann Recto is back to business. To our valued shoppers, employees and partners, Isetann Recto will again open tomorrow, October 11, 2019, to serve you,&quot; the mall earlier said.<ul class="op-related-articles">	<li><a href="https://news.abs-cbn.com/news/10/09/19/manila-govt-shuts-down-isetann-recto">Manila govt shuts down Isetann Recto</a></li></ul>The Recto mall was shut down on Wednesday due to operating beyond its business permit, “misrepresentation of actual business area” and “questionable number of employees,” according to a memorandum from the city’s Bureau of Permits.The mall’s shopping center was registered under Tri-Union Properties, which has been leasing multiple stalls and spaces “without the necessary business permit for the said activity,” the memorandum read.Property management functions and services for Isetann Cinerama Complex are performed by Trans-Orient Management Services Inc that “does not have a valid and existing business permit,” it said.Manila Mayor Isko Moreno earlier said the city government had warned the Recto mall to abide by the law, stop selling stolen mobile phones and sort out their permits, but the warnings were not heeded.—With a report from Katrina Domingo, ABS-CBN News
