<p>MANILA — The Philippine Competition Commission (PCC) has approved the joint venture between the Cavite provincial government and the consortium formed by Cavitex Holdings, Inc. and House of Investments, Inc. for the development of the Sangley Point International Airport (SPIA).</p><p>The entities will build, own, operate, manage and maintain the SPIA, which is meant to help decongest the Ninoy Aquino International Airport.</p><p>In a statement, the PCC said that despite House of Investments owning a majority stake in construction firm EEI Corp., the latter does not have enough market power to block other companies from finding customers.</p><div><a href="https://news.abs-cbn.com/business/09/15/22/multinational-group-bags-11-b-sangley-airport-project" rel="noopener noreferrer" target="_blank">Multinational consortium bags $11 billion Sangley Point International Airport Project</a></div><p>The antitrust body also said that having Samsung C&amp;T Corp. as the main contractor for the airport project helps ensure fair competition.</p><p>The PCC also noted that competition between construction companies is still robust because of many qualified contractors in the construction services market.</p><p>&quot;Should the parties themselves decide to limit competition, consumers will still have the ability to explore other options in the market due to the numerous available choices,&quot; the PCC said.</p><p>The PCC added that the companies working on the airport project also have no overlapping businesses.</p><p>The Cavite provincial government gave the Notice of Award to the SPIA Development Consortium for the development of the $11 billion SPIA in September 2022.</p><p>In November 2023, then Cavite Gov.
