The vote makes the bill ripe for final reading approval next week where it will require the vote of 3/4 of all congressmen--currently numbering 308--or about 231 lawmakers.

The vote came after the bill was sponsored last Monday, and interpellations by Reps. Gabriel Bordado and France Castro on Tuesday, and Raoul Manuel, Ace Barbers, Arlene Brosas and Sergio Dagooc on Wednesday.

Marikina 2nd District Rep. Stella Quimbo, an economist, said the economic charter change will give policymakers flexibility while removing uncertainty for businessmen. She said that in the past, Congress would try to address problems by legislation but those would be prone to constitutional challenges before the Supreme Court.
