MANILA -- The implementing rules and regulations (IRR) of the Republic Act 11996 or the Eddie Garcia Law were finalized and signed in Quezon City on Monday.

Present during the signing were Senate Pro Tempore Jinggoy Estrada, Congressman Mikee Romero, Congressman Arjo Atayde, Congressman Juan Fidel Felipe Nograles, and Department of Labor and Employment Secretary Bienvenido Laguesma.

Also present were Hero Bautista, representing the Workers' Sector of the Movie and Television Industry Tripartite Council (MTITC) and Atty Joji Alonso, representing the Employers' Sector of the MTITC.

During the messages of support, Congressman Mikee Romero who authored House Bill 1270 and the step son of the late veteran actor, said RA 11996 or the Eddie Garcia law, “will forever protect the rights and welfare of the people in the idustry, intellectual property rights, promotion of fair wages, mandatory benefits, insurances among others.”

He added, “It safeguards everyone involved in the production, not just actors.”  

The Eddie Garcia Law "recognizes the economic, social, and cultural contributions to nation building of workers in the movie and television industry." 

It was named in honor of the late Eddie Garcia, who died in 2019 at age 90 after suffering a neck injury during the shooting of a show.

It was signed into law by President Ferdinand Marcos Jr. last May.

According to Senator Estrada, “This will serve as a wake-up call for all the members of the movie industry. Talagang kailangang mapangalagaan ang health at yung safety ng mga bawat miyembro ng industriya ng pelikulang Pilipino.”

On the part of the workers, Bautista said: “Ito pong pagpirma ng IRR sa industriya sa pelikulang pilipino, ay isang magadnang regalo sa mga manggagawa. Nawa’y ito po’y maging hudyat ng magandang trabaho sa ating workplace at disiplina sa ating mga manggagawa.”

Atty Alonso, on the part of the employers, expressed her gratitude to the lawmakers who were very patient in listening to both side. Alonso described RA 11996 as a “well-balanced law to seek the plight of both the workers and the producers.”

During her message, Alonso paid tribute to the late Eddie Garcia and said, “Your legacy will always be remembered through this law. You will not be forgotten.”

Garcia’s partner Lilibeth Romero was also present during the historic IRR signing. Speaking to ABS-CBN News after the event, Romero said: “I feel very emotional, as a matter of fact, I still remember yung nakuha kong USB sa Tono kung saan siya namatay at napakasakit sa akin to remember everything.”

She added, “Wala ka man sa buhay namin, you will always be remembered in Philippine history, maraming salamat.”

The final draft of the IRR of the Eddie Garcia Law will be published on the official gazette of the Department of Labor and Employment.
