Samboy Lim Law gets reinforcement with CPR-Ready Barangay campaign

<p>As the Philippines marks the 10th anniversary of the Republic Act No. 10871, famously known as the &quot;Samboy Lim Law,&quot; the push for a CPR-ready nation has shifted from the classroom to the heart of the community. </p><p>Named in honor of the late PBA legend Avelino “Samboy” Lim Jr., the law seeks to democratize lifesaving skills, ensuring that every Filipino — not just medical professionals — is equipped to respond during the critical moments of a cardiac emergency.</p><p>To commemorate this milestone and breathe new life into the legislation, principal author and Rain or Shine Elasto Painters head coach Yeng Guiao has called for renewed lobbying to secure the necessary funding.</p><div><br/></div><div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/17847853768541000019996.jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">Participants of the first CPR-Ready Barangay campaign in Brgy. Kailangan umpisahan ulit ang pagla-lobby para mapondohan na ito ng Department of Education,” Guiao said. </p><p>&quot;Sigurado po ako, hindi lang isang buhay ang masasagip natin,&quot; he emphasized, highlighting that the primary goal of the law is to empower the youth and ordinary citizens to act as the first line of defense for families and neighbors.</p><div><br/></div><div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/17847854202141000019997.jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">CPR experts also demonstrated the use of the AED. </span></span></span></div><p>Building on this vision, the Philippine Heart Association (PHA) officially launched the CPR-Ready Barangay campaign at the Rizal Covered Court in Taguig City. This initiative recognizes that in the event of cardiac arrest, survival depends on immediate intervention. By training barangay health workers, tanods, and community volunteers, the PHA is decentralizing emergency response and ensuring that life-saving knowledge reaches the grassroots level.</p><p>PHA president Dr. Aurora Muriel Gamponia noted that timely CPR is the key to preventing irreversible organ damage and ensuring a patient’s return to an active life. As the campaign gains momentum through the support of local officials like Brgy. Captain Allan Jay Cruz, the message remains clear: CPR education is a shared national responsibility.</p><div><br/></div><div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/17847854869531000019889.jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">Coach Yeng Guiao: &#x27;Let&#x27;s lobby for the CPR Law to get funding from DepEd.&#x27; </span></span></span></div><p>Dr. Jeannica Lerios Lerios-Dela Peña, vice chair of the PHA Council on CPR and Advocacy, and the PHA team demonstrated the proper CPR along with the use of an automated external defibrillator. An AED emergency kit (or AED prep kit) is a companion set to prepare a patient for life-saving shocks.</p><div><br/></div><div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/17847855368941000020001.jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">Hands-only-CPR in action </span></span></span></div><div><strong>The 3Cs of hands-only CPR</strong></div><p>They also simplified the steps of hands-only CPR into three Cs: Check, Call and Compress, to make it easily memorable for laypersons and emergency bystanders.</p><p>Check and Call: Ensure the scene is safe. Check the victim for responsiveness and signs of breathing. Immediately call local emergency hotlines for advanced medical life support and request an AED if available.</p><p>Body Posture: Position your shoulders directly over your hands, keeping your elbows locked and arms completely straight to deliver perpendicular pressure.</p><p>Hand Positioning: Place the heel of your dominant hand on the center of the victim&#x27;s chest (the lower half of the breastbone). Interlock your other hand directly over it, ensuring your fingers are lifted off the chest wall.</p><p>Compression Depth and Rate: Depress the chest down by 5 to 6 centimeters (2 to 2.4 inches). Deliver continuous chest compressions at a rapid pace of 100 to 120 compressions per minute.</p><p>Chest Recoil: Allow the chest to fully return or recoil to its original position after each down-stroke before executing the next compression.</p><p>Cycle Duration: Perform continuous compressions for two full minutes. Reassess the patient for signs of life (such as groaning, moving, or regular breathing) after two minutes. If signs of life are present, the use of the AED would be very beneficial.</p><div><br/></div><div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/17847855967111000019999.jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">PHA president Dr. Muriel Gamponia: &#x27;Timely CPR is the key to preventing irreversible organ damage and ensuring a patient’s return to an active life.&#x27;</span></span></span></div><p>If no signs of life are detected, immediately resume chest compressions until professional medical rescue units arrive on the scene.</p><p>The medical instructors urged the trainees to maintain the required 100 to 120 beats-per-minute compression tempo by mentally aligning their compression rhythm to well-known music tracks, such as &quot;Staying Alive&quot; by the Bee Gees, the OPM song “Kapag Tumibok ang Puso” or the contemporary hit &quot;Dynamite&quot; by BTS, which were played during the training session.</p><div><br/></div><div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/17847856343131000019998.jpg" style="width:960px;display:block;height:auto" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">PHA recognized supporters with certicate of appreciation to Taguig City Coun.
